About The Position

Modern Technology Solutions, Inc. (MTSI) is seeking a Government Requirements Manager to support the USAFWC A5/8 directorates at Nellis AFB, NV. Candidate will serve as a focal point within the Plans, Programs, and Requirements Directorate. The successful candidate will be responsible for assisting with the coordination and management of requirements from all USAFWC wings and subordinate units, and collaborating with them to codify future requirements. This role is critical in supporting the development, analysis, and documentation of operational requirements for the United States Air Force Warfare Center (USAFWC). Your essential job functions will include but may not be limited to: Interfaces directly with DoW, SAF, HAF, ACC, AFLCMC, AFOTEC, USAFWC (53 WG, 57 WG, 505 CCW, 350 SWW, NTTR) leadership, staff, and operators on behalf of the USAFWC A5/8 Plans, Programs, and Requirements Directorate to develop, analyze, and document operational requirements. Manages requirements for operational Test and Training exercises for integration into synthetic environments in support of USAFWC high-end, advanced test, training, and tactics development (HEAT3). This includes, but is not limited to, Black Flag, Red Flag, Bamboo Eagle, OT Flag (Black & Gray Flag combined), WSINT, Neptune Hawk, and USAFWS Syllabus events. Decomposes and translates operational requirements for Air Force Software Engineering Groups' development efforts and integration into operational synthetic environments. Represents the USAFWC A5/8 at Blue Kill Chain Working Groups; Integrated Space Working Groups; Threat Working Groups; Command, Control, Intelligence, Surveillance, Reconnaissance (C2ISR) Working Groups; Electromagnetic Warfare (EW) Working Groups; and other Ops-focused Working Groups Generates User Level Requirements (ULR) documents for submission and advocacy through Air Combat Command (ACC). Supports SAF/SA Chief Modeling and Simulation Office (CMSO) Cross Functional Team (CFT) in maintaining Authoritative Blue Models indexes and libraries.

Requirements

  • Minimum 20 years of relevant experience with a minimum of 5-7 years of experience with Department of War (DoW) operational plans, programs, and requirements processes.
  • Knowledgeable in C2ISR, EW, LVC, Kill Chains, LFE, and JSE.
  • Active Top Secret security clearance.
  • Demonstrated experience working at NAF or MAJCOM-level.
  • Strong leadership and management skills.
  • Excellent written and verbal communication skills.
  • Bachelor's degree in a technical or related field.
  • U.S. Citizenship is required.
  • TS clearance with in-scope SSBI required.
  • Ability to obtain eligibility and maintain for SCI/SAP/STO required.

Nice To Haves

  • 10+ years of experience with USAF operational requirements.
  • Experience with modeling and simulation, and synthetic training environments.
  • Familiarity with the specific missions and structures of the USAFWC, Nellis AFB, and associated units.
  • Master’s degree in a military-related field desired.
  • Routine travel is expected based on mission requirements.
  • Prior military leadership (Command) background desired
  • SCI/SAP requirements management experience
  • M&S/JSE expertise desired
  • Current SCI desired.
