About The Position

At the Louisiana Department of Transportation and Development (DOTD), we plan, build, maintain, and protect the transportation systems that connect communities, support commerce, and keep Louisiana moving. The Project Manager (Engineer 6 DCL) is responsible for overseeing the delivery of complex engineering projects from initial development through construction. This position ensures projects are successfully advanced through each phase while maintaining adherence to applicable engineering standards, policies, and quality expectations through collaboration with internal teams, consultants, and stakeholders.

Requirements

  • Possession of a current Louisiana license to practice professional engineering plus one of the following: Two years of licensed engineering experience; or Six years of professional engineering experience.
  • Two years of licensed engineering experience performing in-house design, project development and/or project management of roadway construction projects.
  • Six years of professional engineering experience, four years of which must include performing in-house design, project development and/or project management of roadway construction projects.

Nice To Haves

  • A master's degree in engineering will substitute for one year of professional engineering experience.
  • A doctorate degree in engineering will substitute for two years of professional engineering experience.
  • Advanced degrees will substitute for a maximum of two years of professional engineering experience.

Responsibilities

  • Consults with the Planning Division to develop delivery schedules for the projects in the program, in coordination with the parish, city or Metropolitan Planning Organization (MPO).
  • Manages consultant engineering contracts (develops project scopes, negotiates man-hours and fees, establishes contract time requirements, establishes design criteria, monitors progress and quality of work, approves final acceptance of plans, and approves invoices for payment).
  • Reviews plans prepared by consultants for conformity with AASHTO guidelines and DOTD policies, procedures, and standards.
  • Coordinates project development through contact with entities, principals and senior engineers of consulting firms as well as their design staff.
  • Ensures that the DOTD quality control process has been followed.
  • Directs consultants to correct any plan errors and/or omissions discovered during reviews.
  • Prepares formal consultant evaluations/ratings.
  • Coordinates project development with the Federal Highway Administration when necessary.
