This project is located in Harriman, TN and requires mobilizing to the site for project duration. Union or Union management experience is strongly preferred. Office manager experience on construction projects is strongly preferred. Responsible for coordinating a wide variety of administrative duties and tasks to ensure smooth project site office operations for typically either a smaller direct hire project or larger construction management project. Acts as main administrative liaison between site office and home office administrator. Performs and/or oversees activities relating to accounting, timesheets, equipment and supplies. Addresses craft payroll issues for projects. Has daily contact with various clients, subcontractors and company employees. May plan, organize, direct and negotiate project office activities if required. #LI-JH1 #LI-JH1

Requirements

  • 3+ years relevant experience required. Some related open shop and/or union experience required. Some Direct Hire experience required for Direct Hire assignments.

  • Extensive field office environment; limited travel.
  • High School Diploma or Equivalent

Nice To Haves

  • 5+ years of relevant experience leading Payroll and related processes for a large volume of employees (including a remote workforce) in a complex and rapidly changing multi-state, multi-entity organization; and at least five of those years have been in a relevant construction industry union payroll environment.
  • Experience managing Payroll for employees covered by the CPA (Construction Project agreement) and collective bargaining agreements, and the ability to interpret collective bargaining agreements for pay and paid time off rules
  • Strong working knowledge of FLSA, federal, state, local wage and hour, and tax regulations.
  • Intermediate to advanced Excel (V-Lookup and Pivot Tables)
  • Outstanding people skills with proven experience in cultivating cross-collaborative working relationships across an organization, and the ability to influence at all levels
  • Ability to communicate with precision, ensuring a clear conveyance of identified problems, proposed resolutions, and recommended courses of action

  • PeopleSoft experience preferred

Responsibilities

  • Lead, direct, and coordinate all activities of the Union Payroll Team supporting BVCI Craft to ensure the successful, accurate, and timely processing of weekly union employees in accordance with collective bargaining agreements and in compliance with applicable BVCI policies and federal, state, and local regulations
  • Processes craft personnel transactions (manually and electronic), including transfers, promotions, pay rate changes, leaves of absence, field allowances, terminations, personal changes, and status changes. Coordinates weekly craft payroll with home office payroll staff
  • Take charge of escalations and directing the Union Payroll team in corrective actions
  • Work with corporate payroll to establish and adhere to payroll schedules to ensure data required for payroll processing is received timely manners to ensure all key processing deadlines will be met
  • Collects or coordinates timesheet collection and entry for Black and Veatch professionals and/or craft personnel. Supervises all field accounts payable (AP) duties including the entry of purchase orders, matching invoices with materials receiving reports, and submittal of documentation to home office AP for payment
  • Ensure the Union Payroll Team is knowledgeable in union pay and paid time off rules and the timekeeping system, and can address employee questions as needed
  • Ensure the Union Payroll Team is trained in how to use the time and attendance and payroll systems effectively
  • Plan, develop, and implement forward-looking payroll processes/procedures and revise current processes/procedures to continuously seek improvement, improve accuracy, create optimal efficiency, and provide outstanding customer service to our employees
  • Develop and maintain Standard Operating Procedures (SOPs) for all payroll processes to ensure a complete, accurate, and up-to-date depiction of processes
  • Develop and maintain excellent cross-collaborative working relationships with key functional partners, including Labor Relations, HR, IT, and Legal
  • Maintain knowledge of federal, state, and local wage and hour and tax regulations by studying existing and new legislation
  • Maintains office equipment
  • Serves as project site's IT liaison for office equipment and connecting lines, which includes troubleshooting and working with home office IT staff on more complex issues
  • Assists in project site mobilization and demobilization activities involving project team and equipment
  • Coordinates set up office and equipment by working with IT Coordinator and equipment vendors
  • Enters cost code information for Procurement cards, approves purchases when necessary, and submits corresponding documentation to home office procurement
  • May be responsible for providing administrative support for startup operations, engineering, project controls and/or procurement activities
  • May purchase office equipment and supplies
  • May track man hours and assign corresponding cost codes to craft timesheets
  • Supports continuous improvement efforts and the change management effects associated with the implementation of improvements
  • May supervise work of others
  • Responsible for hiring, discipline, and pay administration of their subordinates
  • List supervised positions: Payroll, Document Control, Receptionist and other administrative staff
