About The Position

The Payroll Manager is a subject matter expert of payroll processes and functions and is responsible for managing and maintaining the payroll processing system to ensure timely and accurate processing of payroll transactions. This position administers and supervises the payroll operations and is responsible for ensuring appropriate employee compensation; IRS tax reporting; FRS contributions and reporting; SGIP payments and reporting; state unemployment reporting; and compliance with federal, state, and college regulations. The Payroll Manager enforces DOL wage and hour requirements; administers involuntary garnishments and deductions; manages pre- and post-tax benefit deductions; maintains internal controls; and provides payroll data and documentation to auditors. Additionally, this position must have a working knowledge of financial rules, GAAP, fund accounting, GASB regulations, payroll processes, tax regulations, federal and state employment regulations, retirement limits and plans, and unemployment reports.

Requirements

  • A bachelor’s degree in finance, accounting, business administration, or related fields with four (4) years of related professional work experience.
  • A combination of related education and experience equal to eight (8) years will be considered.
  • Additional Requirements: A criminal background check will be conducted.
  • Must have a working knowledge of financial rules, GAAP, fund accounting, GASB regulations, payroll processes, tax regulations, federal and state employment regulations, retirement limits and plans, and unemployment reports.

Responsibilities

  • Manages and maintains the payroll processing system to ensure timely and accurate processing of payroll transactions, including salaries, reported hours worked, paid leave, holiday pay, and overtime calculations.
  • Maintains internal controls by reviewing and approving payroll transactions, audits, reconciliations, and reports; identifies any discrepancies and implements corrective actions; and ensures all court orders, levies, and garnishments are administered in accordance with applicable laws and regulations.
  • Ensures compliance with wage and hour laws, leave accruals, benefit deductions, retirement contributions, and other payroll-related requirements.
  • Serves as the subject matter expert on payroll functions and systems, providing guidance, resources, and ongoing support to employees, supervisors, and colleagues.
  • Stays abreast of updates to applicable federal and state regulations and periodically reviews payroll processes and procedures to ensure full compliance with DOL, IRS, FRS, and college rules.
  • Prepares and submits all payroll related reports, including workers’ compensation, actual and estimated payroll, and reports for health, life, dental, vision and disability payments.
  • Collaborates with functional leads and colleagues on payroll system configuration, maintenance, upgrades, testing, and process improvements, recommending enhancements as appropriate.
  • Maintain payroll schedules and ensures all payroll processes meet established deadlines.
  • Responds to payroll inquiries with accurate and reliable information, resolving complex and sensitive payroll issues with a high level of confidentiality and customer service to both internal and external constituents.
  • Facilitates high quality training, supervision, and evaluation of direct reports, providing guidance and support to ensure the successful delivery of services.
  • Serves as the liaison with Finance, IT and designated external partners for matters related to payroll.
  • Provides service to the college through participation in events, committees, and other college activities.
  • Complies with all published College Rules, procedures, guidelines, and laws/regulations governing public employees, including but not limited to those related to document retention and destruction, FERPA, and confidentiality.
  • Strictly honors the privacy, security, and confidentiality of records and other sensitive information according to appropriate state, federal, and college regulations, policies, and procedures.
  • Provides service excellence through courteous, informed, accessible, and professional engagement.
  • Performs other duties as assigned.
