About The Position

The Electric Utility Locator performs skilled and technical work in locating utility lines and in inspecting existing and new construction utility line connections. This work is performed under general supervision – the incumbent normally receives little instruction on routine work and general instruction on new projects and assignments; work is reviewed periodically with primary feedback given with final results. Work is reviewed through observation, discussion, accuracy of results, and adherence to established procedures.

Requirements

  • Working knowledge of departmental and municipal rules, regulations, policies, and procedures.
  • Working knowledge of occupational hazards, safety rules, and practices and the ability to transmit such knowledge to subordinates.
  • Working knowledge of local codes related to utility connections.
  • Working knowledge of City water/wastewater system.
  • Working knowledge of underground utility equipment, location of other underground utility lines; troubleshoot leaks in the utility system.
  • Working knowledge of local codes related to utility connections.
  • Working knowledge of local geography.
  • Working knowledge of components of overhead and underground electric distribution networks.
  • Skill in the operation of modern office equipment, computers, and software, including Microsoft Office applications (Word, Excel, PowerPoint, etc.).
  • Ability to read and interpret blueprints, technical drawings, schemas, legal descriptions, and diagrams.
  • Ability to identify and distinguish electric distribution network components such as transformers, switches, switchgear, fuses, risers, meters, and conductors.
  • Ability to work in adverse weather conditions.
  • Ability to safely operate an all-terrain vehicle or pickup truck.
  • Ability to take instruction from supervisors and to get along with all co-workers.
  • Ability to safely operate a variety of automotive vehicles, light equipment, various hand and power tools.
  • Ability to remain on call, 24 hours a day, seven days a week for after-hours repairs, emergencies, and other related concerns.
  • Ability to establish and maintain effective relationships with employees, supervisors, city officials, and the general public.
  • Ability to communicate information tactfully and impartially, both in person and in writing with all staff, city officials, and the general public.
  • Ability to demonstrate proficiency in the City of Winter Park Core Competencies.
  • Ability to understand and follow oral and written instructions and keep accurate records.
  • High school diploma or equivalent, supplemented by a minimum of two years of experience in operational and/or maintenance aspects of electric utility work or similar field.
  • Must possess excellent working knowledge of water distribution and wastewater collection systems.
  • Possess and maintain a valid State of Florida Driver’s License, Class E or higher.
  • Trained and qualified to work in and around energized electrical equipment up to 7200 volts.

Responsibilities

  • Performs work in and around energized electrical equipment.
  • Studies maps and utilities equipment to locate existing utility lines; prepares field drawings and diagrams showing location of existing services and determine placement of new service; reviews site plans before constructions; maintains records and activity logs.
  • Operates equipment, Harben water probe, electronic line locator, ground penetrating radar, magnetic locator and GIS hand unit, and various hand tools.
  • Be able to take on-call duty on rotating basis for after-hours emergencies and services.
  • Performs other work as assigned.
