The Turnover Manager position is an exciting opportunity to join PM Group’s quickly growing Outsourced Technical Services (OTS) team near Indianapolis, IN. Outsourced Technical Services (OTS) is an integral part of PM Group’s ability to support clients across the complete project life cycle. We are seeking an experienced Turnover Manager to support a large-scale industrial capital project. This role will be responsible for leading and managing all turnover, systems completion, mechanical completion, and project handover activities from early project execution through final acceptance. The successful candidate will establish turnover processes, systems, and organizational structure well in advance of construction completion while ensuring a seamless transition from construction through commissioning and operational handover. This position requires strong leadership, exceptional organizational skills, and extensive experience delivering structured turnover programs on complex capital projects. Requirements

  • Bachelor's degree in Engineering, Construction Management, or a related technical discipline preferred.
  • Minimum 10+ years of experience in Turnover, Systems Completion, Mechanical Completion, Commissioning, Project Handover, or related project delivery functions.
  • Demonstrated experience developing and implementing turnover programs for large-scale capital projects.
  • Strong understanding of turnover processes, systems completion methodologies, mechanical completion, commissioning activities, and handover requirements.
  • Experience supporting complex industrial construction projects within pharmaceutical, biotechnology, life sciences, semiconductor, manufacturing, mission-critical, or similarly regulated environments.
  • Proven ability to coordinate multidisciplinary teams across Engineering, Construction, QA/QC, Commissioning, Validation, and Operations functions.
  • Experience managing system walkdowns, completion verification, and punch list closeout processes.
  • Familiarity with electronic turnover and project documentation systems such as Procore, Bluebeam, or similar platforms.
  • Strong leadership, communication, and stakeholder management skills.
  • OSHA 30 certification preferred.

  • Experience working within EPC, EPCM, or General Contractor project environments.
  • Experience supporting GMP-regulated manufacturing facilities.
  • Proven success managing turnover activities on large, fast-paced capital projects.
  • Knowledge of commissioning, qualification, validation, and operational readiness processes.

Responsibilities

  • Develop and implement comprehensive turnover strategies, processes, and documentation systems throughout the project lifecycle.
  • Establish and manage turnover organizational structure, procedures, and governance frameworks.
  • Lead the development and execution of system and subsystem turnover plans.
  • Coordinate the preparation, review, and completion of turnover packages, completion records, certificates, and project dossiers.
  • Manage punch list generation, tracking, prioritization, and close-out activities to support project milestones and final handover.
  • Plan, coordinate, and participate in system walkdowns with Construction, Engineering, QA/QC, Commissioning, and Operations teams.
  • Oversee mechanical completion, systems completion, commissioning readiness, and final handover activities.
  • Ensure construction disciplines including mechanical, piping, electrical, instrumentation, civil, structural, architectural, HVAC, and utilities achieve turnover readiness.
  • Drive proactive identification and resolution of turnover risks, schedule impacts, and documentation gaps.
  • Serve as the primary point of contact for turnover and handover activities between project stakeholders.
  • Coordinate closely with Engineering, Construction, QA/QC, Commissioning, Validation, and Operations teams to ensure successful project delivery.
  • Support the implementation and utilization of turnover management systems and documentation platforms.
  • Monitor turnover progress against project schedules and provide regular reporting to project leadership.
