About The Position

Under the supervision of the Tribal Services Program Manager, the Tribal Operations Specialist is responsible for establishing and maintaining working relationships with Compacted Tribes and the Tribal Administrators. The Tribal Operations Specialist ensures the quality of the program and which may include, but are not limited to, case management, job development, developing and presenting training materials, and supervising Tribal Administrators. The Tribal Operations Specialist will assist in establishing systems and support the development of policies and procedures; perform duties essential to the training and technical needs of the ATG Compacted Tribes.

Requirements

  • Strong computer skills.
  • Knowledge of administrative structures, functions and responsibilities of various levels of tribal jurisdiction.
  • Organizational and analytical skills.
  • Experience providing on-site technical assistance to tribal governments.
  • Thorough understanding of the culture and the needs of the Tribes of the Yukon-Kuskokwim Delta region.
  • Strong written and oral communication skills.
  • Able to travel to villages frequently.
  • Must be a self-starter and be able to work independently with minimal supervision, as well as work effectively as a team.
  • Bachelor’s Degree from an accredited university in Planning, Rural Development, Business Administration, or two (2) years of work experience in tribal government and/or Native organization experience is required.
  • Knowledge of QuickBooks financial software required.
  • Knowledge of publishing software Microsoft publisher, Microsoft Outlook, Microsoft Office, Power Point, Copier and Printer-document publication binding, Printer, Scanner, Facsimile machine required.
  • Must have an active Alaska Driver’s license with a driving record that will allow the employee to be insured by the AVCP Vehicle Insurance Policy for use of company vehicles (if company vehicle use is required).

Nice To Haves

  • Bilingual in Yup’ik/English is strongly preferred.
  • Knowledge of federal, state, and local regulations and grant program administration is preferred.
  • Familiarity with Yup’ik lifestyle, traditional, political, social, and cultural structures of the villages is preferred.

Responsibilities

  • Provide dual supervision to Tribal Administrators in accordance with organizational policies and applicable laws.
  • Establish and maintain effective working relationships with Compacted Tribes.
  • Conduct regular meetings with Tribal Administrators and Council dual supervisors.
  • Develop work plans with tribally focused business, processes, and management.
  • Identify, evaluate, and address the technical assistance needs of the AVCP member tribes at Tribal Operations level.
  • Responsible for reviewing annual funding agreements, conducting assessment/best practice, and recommendations and developing work plans.
  • Provide on-site technical assistance and training on management, Tribal operations, and financial practices.
  • Arrange travel for events, trainings, and meetings.
  • Responsible for reviewing and maintaining financial reporting requirements for reimbursement and requesting and processing payments.
  • Monitor and track annual reports to ensure tribes are on track to meet deadlines.
  • Create internal requests for ATG reimbursements for Tribes.
  • Travel to AVCP member villages to conduct/assist with MOA presentations, assessments, and provide training.
  • Coordinate and participate in the interview process with ATG Compacted Tribes following established procedures.
  • Assist Tribes in developing financial policies and procedures.
  • Work closely with the Grants Compliance Accountant to resolve compliance issues and act as a liaison between Tribal Services and Grants & Compliance.
  • Review budgets and budget revisions; provide assistance with the budgeting process.
  • Report to work timely and consistently.
  • Maintain confidentiality of program operations.
  • Promote a culturally sensitive work environment and foster team collaboration.
  • Develop and produce technical Tribal Operation training materials.
  • Plans and develops leadership strategies and trainings for Tribal Administrators and Bookkeepers.
  • Develop, Initiate, and track program, division, and cooperate Braiding opportunities.
  • In support of Program Manager, assist in the coordination of internal and external communication of program highlights, trainings, and initiatives.
  • Supervise AVCP Paid Tribal Administrators.
  • Conduct meetings with the Tribal Administrator and the tribe’s dual supervisor.
  • Develop training tools and training material required for Tribal Administrators to effectively do their jobs.
  • Recruit, hire, train, and supervise Tribal Administrators.
  • Participate in personnel decisions including hiring and corrective actions of AVCP Paid Tribal Administrators.
  • Compiles, reviews, and approves Tribal Administrator timesheets.
  • Conducts performance evaluations of Tribal Administrator’s as required.
