About The Position

Under the general direction of the CFO, the Tribal Controller is responsible for organizing and directing all of the general accounting activities and systems ensuring the proper accounting and recording of organization resources. The incumbent is responsible to provide organizational financial statements, analysis and other key management reports. The incumbent is expected to work in accordance with the mission, purpose, and values of the Colusa Indian Community Council.

Requirements

  • Bachelor’s Degree from an accredited College or University in Accounting, Finance, or Business.
  • Five (5) years of general accounting experience and two (2) years as a manager of accounting.
  • A valid California State Driver’s license.
  • Ability to obtain/renew all government required licenses or certification.
  • Thorough knowledge of computerized accounting systems and procedures.
  • Experience with negotiating agreements with contracted providers to maximize financial outcome;
  • Experience with MIP Fund Accounting;
  • Strong time management skills;
  • Knowledge of database and accounting computer application systems to supply the most accurate financial information;
  • Excellent analytical and organizational skills;
  • Microsoft Office proficiency;
  • Comfort in a complex organization that offers a portfolio of services across multiple jurisdictions;
  • Strong understanding of cost accounting;
  • Excellent communication skills, and a customer-service orientation;
  • Experience with government/public grants and grant spend-down processes;
  • Commitment to high-quality work in a fast-paced environment;

Responsibilities

  • Direct accounting department functions, activities and performance, including the development and monitoring of policies and procedures to maintain compliance with tribal and federal agency requirements;
  • Review daily cash flow reports and analyzes as required;
  • Administer preparation of monthly financial reporting and performs analysis, including federal and state grants;
  • Responsible for the preparation of all government and assigned enterprise tax returns;
  • Direct and analyzes support schedules to G/L control accounts;
  • Approve all additions or deletions to accounts in G/L to improve controls;
  • Assure fixed asset physical control and accounting;
  • Responsible for development of on-going Accounting Department staff training and skill development and annual performance evaluation process;
  • Assist with the continued design and implementation of the internal control system for Tribal government and assigned enterprise operations;
  • Assist CFO and department directors with annual budget preparation as assigned;
  • Assist CFO with the coordination of year-end audit review and reports for external audit staff;
  • Attends and participates in professional conferences and workshops to enhance position related efficiency and knowledge;
  • Maintains high confidentiality standards at all times. Is required to sign a confidentiality statement upon acceptance of employment;
  • May perform other duties commensurate with the functions and level of the position.
