About The Position

The Tribal Administrator serves as the chief administrative leader of the Moapa Band of Paiutes and is responsible for overseeing the daily operations of Tribal government. This position provides executive leadership and direction to all departments, programs, personnel, budgets, grants, and administrative functions to ensure efficient, effective, and compliant operations. Working closely with the Tribal Business Council, the Tribal Administrator implements policies, strategic initiatives, and organizational goals while maintaining fiscal accountability, regulatory compliance, and quality services for Tribal members. The role also serves as a key liaison between the Tribe and federal, state, local, and Tribal partners, supporting the Tribe's sovereignty, long-term growth, and overall organizational success.

Requirements

  • Master’s degree from an accredited college or university in Public Administration, Business, Planning, Management or related field preferred OR a Bachelor’s Degree with 5-10 years of experience.
  • Five to ten years of experience in Tribal Government operations or other Tribal Employment.
  • Five to ten years of demonstrated experience in a leadership position, including management of multiple departments, and supervising personnel.
  • Demonstrated capability to interface and maintain effective relationships with Tribal Council, Tribal Committees, boards, outside agencies, governmental and program partners, departments and employees in a team-oriented environment.
  • Strong administrative, organizational, planning, communication skills as demonstrated through past work experience, and the ability to prioritize and multi-task responsibilities.
  • Ability to read, analyze and interpret various reports and documents, including financial records, legal information, and application of complex federal regulations.
  • Extensive experience working with the BIA and knowledge of IHS rules and regulations.
  • Ability to plan, coordinate and direct staff engaged in various professional, technical, and clerical functions.
  • Ability to communicate effectively and persuasively both verbal and in writing.
  • Working knowledge of tribal sovereignty, tribal government structure, general knowledge of tribal laws, customs, traditions, and the ability to work and promote Native American culture, language, traditions, and communities.
  • Experience in community development, planning, and budgeting.
  • Experience drafting policies, procedures, and reports.
  • Commitment to a positive and ethical tribal organization image, work environment, and a professional image to the public.
  • Experience in planning, grant administration, and contract administration.
  • Experience supervising or managing multiple programs/grants, and working with tribal councils or boards of directors.
  • Experience in supervising personnel functions, financials, submission of contracts/grants to funding agencies, and grant administration.
  • Ability to exercise independent judgment complex situations with minimal supervision or direction.
  • Knowledge of computer programs such as Microsoft Word, PowerPoint, Excel, and Outlook.
  • Must be willing to work a flexible schedule including evenings, weekends, and holidays.
  • Must have a valid Driver’s License and be fully insurable under the Tribe’s insurance policy.
  • Must be able to pass a pre-employment background investigation.
  • Must pass pre-employment alcohol/drug screening.

Responsibilities

  • Provide Executive Leadership and Administrative Oversight: Direct, coordinate, and oversee the daily operations of all Tribal departments, programs, enterprises, and service functions. Ensure that all organizational activities are conducted efficiently, effectively, and in alignment with the goals, policies, resolutions, and strategic priorities established by the Tribal Business Council. Provide leadership and guidance to department directors and management staff to promote accountability, operational excellence, and organizational consistency throughout Tribal government operations.
  • Implement Tribal Business Council Policies and Directives: Serve as the primary administrative official responsible for translating Tribal Business Council resolutions, policies, strategic initiatives, and directives into operational action. Monitor departmental performance to ensure implementation of Council-approved goals and objectives, and provide recommendations to improve organizational effectiveness, efficiency, and service delivery.
  • Oversee Budget Development and Financial Administration: Lead the preparation, administration, and monitoring of the Tribe's annual operating budget. Work collaboratively with the Chief Financial Officer, department directors, and program managers to ensure sound fiscal management, budget compliance, expenditure controls, and responsible stewardship of Tribal resources. Analyze financial data, identify fiscal risks, and present budget recommendations, amendments, and financial reports to the Tribal Business Council.
  • Direct Human Resources and Personnel Management Functions: Oversee workforce planning, recruitment, hiring, onboarding, employee relations, performance evaluations, disciplinary actions, training, professional development, and organizational succession planning. Ensure personnel actions are administered fairly and consistently in accordance with Tribal policies, employment laws, and organizational standards. Promote a positive work environment that supports employee growth, accountability, professionalism, and retention.
  • Manage Grant Programs and Funding Compliance: Provide executive oversight of all federal, state, Tribal, and private grant-funded programs. Ensure compliance with grant requirements, funding agreements, reporting obligations, and program performance standards. Coordinate with department directors and grant personnel to maximize funding opportunities, maintain compliance, and support the Tribe's strategic priorities through effective grant management practices.
  • Lead Strategic Planning and Organizational Development Initiatives: Facilitate the development and implementation of long-range strategic plans that support the Tribe's mission, vision, and future growth. Establish measurable goals and performance indicators, monitor organizational progress, and identify opportunities for program expansion, modernization, innovation, and operational improvement. Promote sustainable development and organizational capacity-building initiatives that enhance government services and community outcomes.
  • Represent the Tribe in Governmental and Community Relations: Serve as the Tribe's principal administrative representative in interactions with federal, state, local, and Tribal governments, regulatory agencies, funding entities, contractors, consultants, and community partners. Develop and maintain productive professional relationships that advance Tribal interests, strengthen partnerships, and support funding, development, and governmental objectives.
  • Provide Reports and Recommendations to Tribal Leadership: Attend Tribal Business Council meetings and provide timely reports, analyses, recommendations, and updates regarding organizational operations, departmental performance, budgets, grants, personnel matters, compliance issues, and strategic initiatives. Assist Tribal leadership in evaluating opportunities, addressing challenges, and making informed decisions that support the Tribe's longterm goals and priorities.
  • Ensure Regulatory Compliance and Good Governance: Ensure all Tribal departments, programs, and administrative functions operate in compliance with applicable Tribal laws, policies, ordinances, federal regulations, grant requirements, and state laws. Develop and implement internal controls, policies, and procedures that promote accountability, transparency, ethical conduct, and responsible governance throughout the organization.
  • Oversee Risk Management, Audits, and Corrective Actions: Identify, assess, and mitigate operational, financial, legal, regulatory, and organizational risks that may affect Tribal operations. Coordinate audits, compliance reviews, investigations, and corrective action plans. Ensure appropriate risk management practices, insurance coverage, safety programs, and internal control measures are maintained to protect Tribal assets and interests.
  • Promote Organizational Effectiveness and Service Excellence: Establish performance standards and accountability measures for departments and employees. Monitor operational outcomes, evaluate service delivery effectiveness, and implement improvements that enhance efficiency, productivity, and responsiveness to Tribal members. Foster a culture of professionalism, teamwork, transparency, innovation, and continuous improvement throughout Tribal government.
  • Perform Additional Executive and Administrative Duties as Assigned: Carry out other duties, projects, assignments, and responsibilities as directed by the Chairman and Tribal Business Council. Provide leadership and administrative support on special initiatives, organizational priorities, emergency response activities, policy development efforts, and other matters affecting the governance, operations, and long-term success of the Moapa Band of Paiutes.
