About The Position

The Treatment Plants Operator (Non-Certified) – Wastewater role provides expertise in controlling the wastewater treatment process and equipment, including facility operation, equipment maintenance, and laboratory analysis. This position also involves participation in the City of Lloydminster’s Safety Management System. Operators are expected to utilize critical thinking, troubleshooting skills, and make real-time process adjustments. Key activities include data collection and analysis, starting/stopping equipment, performing preventative maintenance, maintaining facility cleanliness, and collecting/analyzing laboratory samples. These tasks ensure the City of Lloydminster protects its infrastructure, meets Permit requirements, and safeguards the environment by producing high-quality effluent. Additionally, the operator assists in promoting and conducting the City's Pollution Prevention Program by providing knowledge to local businesses regarding effluent quality, conducting industrial sampling, completing site inspections, and presenting educational programs to residents. The ultimate goal is to improve effluent quality entering the sewer system, thereby protecting infrastructure, community safety, and the receiving environment.

Requirements

  • Post-secondary certificate from a recognized institution in wastewater and/or water treatment, environmental management, or an acceptable equivalent.
  • Ability to upgrade certifications throughout the course of employment.
  • Team player with a positive attitude who can communicate effectively with supervisors and operators on the appropriate technical level.
  • Ability to lift up to 22 kg (50 lbs).
  • Basic mechanical knowledge.
  • Ability to complete tasks with minimal direction and be self-motivated.
  • Ability to comprehend maps, schematics, blueprints, and technical documents.
  • Strong communication and presentation skills, both written and verbal; ability to speak confidently in a public setting.
  • Proficiency in Microsoft Office.
  • Innovative, detail-oriented, and methodical.
  • Capable of managing conflicting, high-priority assignments.
  • Strong interpersonal skills to develop good working relationships at various levels, both internally and externally; able to resolve concerns or complaints.
  • Strong analytical skills to interpret research data for reports and apply mathematical techniques in practical situations, such as calculating volumes, flows, and percentage removals.
  • Comprehension of laboratory data, bylaws, and Permit language.
  • Able to work on multiple projects simultaneously while meeting deadlines.
  • A valid Class 5 Driver’s License registered in Alberta or Saskatchewan with an acceptable Driver’s Abstract.
  • Must be able to operate a municipal vehicle for business purposes.

Responsibilities

  • Adjust airflow and blower outputs to maintain bacterial populations.
  • Monitor flows, pond levels, wetwell levels, pressures, dissolved oxygen levels, and effluent quality, making appropriate process changes as required.
  • Perform preventative maintenance, including lubrication, operating moving parts, cleaning, and painting. Make or direct emergency repairs or process corrections on a 24-hour basis.
  • Maintain the plant’s boilers, glycol circulation system, and Make-Up Air Unit.
  • Observe pumps and motors for unusual noises, vibration, or excess heat, and adjust or replace pump seals, packing, or mechanical seals as required.
  • Monitor and maintain the pipeline to the river, including valves, irrigation systems, and vacuum reliefs.
  • Maintain the Wastewater Treatment Plant Site, including weed maintenance, string trimming, garbage pickup, and general janitorial tasks.
  • Maintain plant records, including operating logs, daily inspection data, equipment maintenance files, supply inventories, and weekly lab entries.
  • Collect and record data for weekly, monthly, and annual reporting, as well as all other Permit requirements.
  • Develop Standard Operating Procedures, conduct regular safety inspections, and perform hazard assessments, taking corrective actions as needed.
  • Research process variables and potential process improvements for optimum treatment.
  • Research and develop educational materials for public presentation and conduct tours of the Wastewater Treatment Plant.
  • Collect representative wastewater samples and conduct laboratory analysis for biochemical oxygen demand, total suspended solids, ammonia, nitrates, alkalinity, turbidity, and color.
  • Collect, transport, and submit samples for analysis by third-party laboratories.
  • Perform calibrations on lab equipment on a monthly basis.
  • Clean and maintain all lab equipment and wastewater lab facilities.
  • Assist in conducting commercial and industrial site inspections, including discussions and presentations of educational material to business owners and operators.
  • Assist in the investigation of spills to stormwater or sanitary sewer systems, as well as the environment.
  • Assist in collecting, transporting, and packaging industrial wastewater samples to determine compliance with the Pollution Prevention Program.
  • Assist in the development and presentation of residential educational material.
  • Assist in updating and enforcing the Sewer Use Bylaw 65-2013.
