About The Position

The Treatment Foster Care (TFC) Program Manager plays a critical leadership role in supporting children and families through safe, stable, and therapeutic foster care placements. This position combines clinical insight, program leadership, and relationship-building—overseeing foster home placements, guiding treatment planning, and supporting foster parents and staff. As a key liaison between families, community partners, and placing agencies, the Program Manager helps ensure every child receives the care, structure, and support needed to thrive.

Requirements

  • Bachelors degree in human services field
  • Five years of case management for children and families
  • Two years of experience supervising three of more direct reports
  • Knowledge of Virginia foster care standards and regulations
  • Valid driver’s license and acceptable driving record
  • Ability to complete, pass, and maintain all required background checks and drug test
  • Proven ability to supervise, coach, and support staff effectively
  • Strong assessment and critical thinking skills to evaluate child and family needs
  • Experience developing and managing service or treatment plans
  • Strong organizational and documentation skills with attention to detail
  • Ability to manage multiple priorities and respond effectively in crisis situations
  • Commitment to providing culturally responsive, child-centered services

  • Overseeing foster home placements

  • Ensuring program documentation, licensing standards, and compliance requirements are consistently met
  • Supporting staff through effective supervision, coaching, and clear expectations
  • Managing crisis situations with professionalism, urgency, and care
