About The Position

The purpose of the role is to optimize the bank's liquidity, funding, and investment strategies to ensure the efficient management of its financial resources. This involves developing and implementing business unit treasury strategies, policies, and initiatives, analyzing financial operations and cash flow patterns, and providing expert guidance. The role requires collaboration with business units to understand their needs and ensure alignment with overall treasury objectives. It also involves identifying and implementing process improvements, utilizing treasury management systems effectively, and developing tailored treasury management solutions. The Treasury AVP will represent treasury on cross-functional teams, communicate treasury policies, and analyze market trends to identify opportunities for new treasury management products and services. This position offers broad exposure across core treasury activities, including deposit funding, investments, capital markets execution, transfer pricing, and forecasting, combining hands-on trade execution with analytical, planning, and management reporting responsibilities. The AVP partners closely with business units, corporate planning, and governance forums to deliver accurate forecasts, pricing insights, and performance reporting, ensuring the treasury function operates efficiently, transparently, and in line with Barclays’ values and strategic objectives.

Requirements

  • Experience in banking, finance, or accounting with a solid understanding of treasury functions such as funding, liquidity, transfer pricing, and capital markets.
  • Analytical capability with advanced Excel skills to support forecasting, cost of funds analysis, position management, and ad hoc deliverables.
  • Strong attention to detail, process discipline, and ownership of controls and documentation.

Nice To Haves

  • Prior exposure to treasury forecasting models, cost of funds analysis, funds transfer pricing, and trade support in a regulated financial institution.
  • Experience preparing materials for senior management or governance committees (e.g., ALCO) and responding to audit or regulatory requests.
  • Communication and stakeholder management skills, with the ability to collaborate across business, planning, and treasury teams while demonstrating the Barclays Values and Mindset.

Responsibilities

  • Development and implementation of business unit treasury strategies, policies and initiatives.
  • Identification of potential treasury management opportunities, analysis of financial operations and cash flow patterns, and provision of expert guidance and customised solutions.
  • Collaboration with business units to understand their specific liquidity, funding, and investment needs, and evaluation of the alignment of business unit strategies with overall treasury objectives.
  • Identification and implementation of process improvements, utilising treasury management systems effectively, and leveraging technology to enhance efficiency and decision-making across business units.
  • Development of tailored treasury management solutions to address specific requirements of the business including the optimisation of cash flow management, funding structures and investment strategies.
  • Representation of treasury on cross-functional teams, including risk management, compliance, and financial planning committees, and facilitation of collaboration and ensure treasury considerations are incorporated into business decisions.
  • Communication of treasury policies, procedures, and risk management standards to business units, ensuring their compliance and alignment with overarching treasury principles.
  • Analysis of market trends, emerging technologies, and regulatory changes to identify potential opportunities for new treasury management products and services.

  • Identify new directions for assignments and/or projects, identifying a combination of cross functional methodologies or practices to meet required outcomes.
  • Consult on complex issues; providing advice to People Leaders to support the resolution of escalated issues.
  • Identify ways to mitigate risk and developing new policies/procedures in support of the control and governance agenda.
  • Take ownership for managing risk and strengthening controls in relation to the work done.
  • Perform work that is closely related to that of other areas, which requires understanding of how areas coordinate and contribute to the achievement of the objectives of the organisation sub-function.
  • Collaborate with other areas of work, for business aligned support areas to keep up to speed with business activity and the business strategy.
  • Engage in complex analysis of data from multiple sources of information, internal and external sources such as procedures and practises (in other areas, teams, companies, etc).to solve problems creatively and effectively.

  • Influence or convince stakeholders to achieve outcomes.
  • Offer support to the Director of Treasury Funding & Investments by contributing to the effective management of the firm’s funding, liquidity, and balance sheet strategy.
  • Execute and support financial trades with strong attention to detail, process discipline, and ownership of controls and documentation.
