About The Position

Capital Area Transit System (CATS) is seeking an experienced Transportation Supervisor to provide first-line supervision of Bus Operators and daily fixed-route field operations. The Transportation Supervisor is responsible for monitoring on-time performance, operator performance, service reliability, and field conditions; responding to service disruptions; coaching and directing employees; and addressing routine employee and customer-service issues. The position serves as a visible field-management presence and works closely with Dispatch and Transportation management to maintain safe, reliable, professional, and customer-focused transit service.

Requirements

  • Minimum of three (3) years of experience in public transit operations, commercial/passenger transportation, bus operations, dispatch, field operations, or a closely related transportation environment.
  • Working knowledge of fixed-route operations, service reliability, safe driving practices, customer service, and incident response.
  • Demonstrated ability to provide direction, coaching, or guidance to employees and address routine workplace or operational issues.
  • Ability to monitor service performance and make timely decisions in a fast-paced operating environment.
  • Strong communication, judgment, documentation, conflict-resolution, de-escalation, and problem-solving skills.
  • Ability to communicate professionally with employees, customers, Dispatch, management, and other departments.
  • Valid Commercial Driver's License (CDL) with Passenger and Air Brake endorsements, if required by CATS for assigned responsibilities.

Nice To Haves

  • Previous Bus Operator or fixed-route public transit experience.
  • At least one (1) year of supervisory, lead, dispatch, training, or other experience involving responsibility for directing or coaching employees.
  • Experience responding to service disruptions, incidents, customer concerns, or employee-performance matters.
  • Knowledge of ADA requirements applicable to public transit operations.
  • Experience working in a unionized transportation environment.
  • Experience with CAD/AVL, dispatch, scheduling, or other transit operating systems.

Responsibilities

  • Monitor on-time performance and fixed-route service at terminals, hubs, relief points, and other operating locations.
  • Respond to delays, detours, overloads, vehicle issues, service gaps, and unusual operating conditions.
  • Coordinate with Dispatch to support service recovery, route coverage, and operator deployment.
  • Ensure Bus Operators follow assigned routes, schedules, safe operating practices, customer-service expectations, and agency procedures.
  • Provide daily direction, coaching, counseling, and performance feedback to Bus Operators and other assigned employees.
  • Address routine attendance, conduct, customer-service, uniform, and performance concerns at the appropriate supervisory level.
  • Accurately and promptly document employee observations, coaching, incidents, and performance concerns.
  • Recognize positive employee performance and reinforce agency standards and expectations.
  • Assist customers during service disruptions and provide accurate service information.
  • Respond professionally to employee/customer conflicts and assist in de-escalating challenging situations.
  • Support accessibility and ADA service requirements in the field.
  • Maintain consistent communication with Dispatch and Transportation management.
  • Complete assigned field checks, ride checks, terminal inspections, incident documentation, and supervisory reports.
  • Escalate significant or unresolved employee, safety, customer, or operational issues to appropriate management.
