About The Position

The State of Connecticut, Department of Transportation (CT DOT) is seeking a Transportation Supervising Engineer for the Bureau of Engineering and Construction, Division of Bridges, within the Consultant Bridge Design - Consultant Liaison Engineer (CLE) Program. This program manages a high volume of bridge and structure projects through partnerships with private-sector consulting firms. The CLE staff oversee consultant deliverables, project scope, schedule, and budget; coordinate with municipalities and stakeholders; lead public involvement; and ensure compliance and constructability. This role integrates CTDOT standards and practices with consultant expertise to advance safe, innovative, and cost-effective multimodal infrastructure. The Transportation Supervising Engineer will supervise a crew within the CLE Program, overseeing engineers, technicians, and other personnel. Responsibilities include assisting other CTDOT units, consultants, and municipalities by developing/recommending bridge design standards, preparing reports, supervising office functions for design projects, making oral presentations, and reviewing consultant work to ensure compliance and completeness. This recruitment may also be used to fill other positions within the Division of Bridges.

Requirements

Active Professional Engineer (PE) licensure from the Connecticut Department of Consumer Protection State Board of Examiners for Professional Engineers and Land Surveyors consistent with C.G.S.§20-302.
Availability to travel to and attend trainings, conferences, public meetings, field reviews, emergency responses, etc., both within and outside of normal working hours, when necessary.
A valid driver’s license is required and must be maintained.
Eight (8) years of experience in transportation engineering.
One (1) year of the General Experience must have been as an engineer with lead responsibility for complex transportation engineering projects in bridge design, drainage, electrical, foundations, traffic, facilities design, highway design, research, utilities or hydraulics.

Experience analyzing bridge and structural design problems and recommending effective solutions
Experience with development of highway bridge projects, including bridge preservation projects
Experience supervising engineers and technical staff, assigning work, mentoring, conducting performance evaluations, leading teams, and fostering a collaborative work environment
Experience managing consultant engineering firms and task orders, including scope development, fee negotiations, and monitoring schedule, budget, risk, and deliverable quality
Experience reviewing consultant designs and contract documents for compliance with AASHTO LRFD, the AASHTO Manual for Bridge Evaluation, the CTDOT Load Rating Manual, CTDOT design standards, and relevant federal, state, agency and bureau manuals, policies, directives, and procedures
Experience organizing project records and workflows and preparing technical studies, alternatives analyses, engineering memoranda, and final project document packages
Experience using Office365, Microsoft Project, Compass and other discipline related applications and modeling software
Experience preparing and delivering public presentations, communicating complex technical information to elected officials, the public, and internal stakeholders, and influencing staff in higher level positions to achieve common goals
Experience working independently, being self-motivated and taking ownership of assignments

Responsibilities

Supervise engineers, technicians, and other technical and/or clerical personnel.
Assist other CTDOT operating units, consulting engineers, municipalities, and other outside officials and agencies.
Develop and/or make recommendations on bridge design standards.
Prepare reports, recommendations, and correspondence.
Supervise office functions for design projects.
Supervise preparation of comprehensive technical reports and related correspondence.
Make oral presentations at public information meetings and hearings.
Review work of consultant engineers.
Ensure that consultant developed plans, specifications, estimates, and other deliverables are complete and compliant.
Oversee work of engineers, technicians and other technical and/or clerical personnel.
Review detailed plans, specifications or studies of complex engineering problems related to areas such as highway, bridge, facility or geometric design, traffic engineering, computer applications, electrical engineering, highway operations, geo-technical engineering, hydraulics and drainage, utilities, contract and project development, environmental compliance, railroad engineering or airport engineering.
Supervise research into development of improved materials or products and testing methods.
Supervise field and office research projects on engineering and technical problems.
Supervise research on economic, financial and administrative aspects of pavement management, highway construction and maintenance, design of highways and bridges with reference to materials to be used and in pavement work correction, resurfacing and winter maintenance techniques.
Coordinate design related elements of construction projects.
Prepare special reports, cost estimates, standards and specifications and fee schedules for consultant engineers, surveyors or contractors.
Review progress reports.
Schedule, assign, oversee and review work of staff.
Provide staff training and assistance.
Conduct performance evaluations.
Determine priorities and plan section work.
Establish and maintain section procedures.
Develop or make recommendations on policies and standards.
Act as liaison with other operating sections, agencies and outside officials.
Conduct analytical studies of engineering costs incurred to determine amounts reimbursable under federal aid and amounts due public utilities under state and federal policies.
Prepare comprehensive reports on fiscal matters relating to departmental engineering operations.
Direct concurrent billing programs for department.
Act as an assistant in performing highly specialized administrative or engineering studies.
Supervise or provide highly technical assistance in conducting studies or establishing policy, procedures or methods.
Supervise field or office functions for location, boundary, construction surveying and design projects.
Make oral presentations at public hearings or meetings.
Review work of consultants (engineers, designers, etc.).
Act as the Primary Assistant to the Chief Engineer in performing special projects and overseeing Bureau activities.
Oversee the Department's Consultant Selection Panel process.
Serve as a member of departmental committee assisting in preparation and/or revision of standard specifications.
