About The Position

The State of Connecticut Department of Transportation (CTDOT) is accepting applications for a Transportation Supervising Engineer (Construction Engineering) position in the Division of Construction Operations (DCO), Quality Assurance Unit at its Headquarters in Newington, CT. The DCO is responsible for administering construction projects statewide from design to final acceptance. The Quality Assurance Unit focuses on Work Zone Safety, Value Engineering, Records Examination, Constructability Plan Reviews, and Standard Specifications revisions. This role involves supervising teams responsible for Constructability Reviews, HQ Records Examination and Project Final Packages, and Value Engineering. The engineer will provide guidance, promote a quality-focused role, supervise staff, address constructability issues, improve review processes, assess trends, adjust standards, coordinate Value Engineering deliverables, assess procedural requirements, coordinate updates to the CTDOT Construction Manual, review construction issues, assist with Lessons Learned exchanges, and document Best Practices. The position also acts as a liaison with Construction Districts, Municipal Manual Updates, Environmental coordination, other CTDOT units, contractors, and outside agencies. Responsibilities include supervising the development and maintenance of performance metrics and coordinating the start-up of Emergency Declaration projects.

Requirements

  • Eight (8) years of experience in transportation construction engineering.
  • One (1) year of the General Experience must have been as an engineer with lead responsibility for complex transportation construction engineering projects in construction, surveys, or materials testing.
  • Incumbents must possess Land Surveyor (LS) licensure or Professional Engineer (PE) licensure from the Department of Consumer Protection State Board of Examiners for Professional Engineers and Land Surveyors consistent with C.G.S.§20-302.
  • Considerable knowledge of principles and practices involved in transportation construction engineering such as construction, surveys, geodetic surveys and materials testing.
  • Considerable knowledge of administrative and financial controls with respect to transportation construction engineering plans, contracts, projects and reports.
  • Considerable knowledge of relevant agency policies and procedures.
  • Considerable knowledge of relevant state and federal laws, statutes and regulations.
  • Considerable knowledge of departmental operational methodologies.

Responsibilities

  • Supervise several teams in the Quality Assurance unit, including Constructability Reviews, HQ Records Examination and Project Final Packages, and Value Engineering.
  • Provide guidance and promote a quality-focused role to supervise and lead staff.
  • Address Constructability Issues and improve and maintain the Review process.
  • Assess trends and adjust standards to meet emerging Records Examination findings.
  • Work with Design and Engineering teams to coordinate and execute Value Engineering and Value Methodology deliverables in accordance with Federal Regulations.
  • Assess current procedural requirements based on observations through project records and post construction reviews.
  • Coordinate the recommended updates of procedures by drafting procedural requirements and incorporating resulting directives and bulletins into the CTDOT Construction Manual.
  • Review construction issues and post construction reviews.
  • Assist with developing and scheduling the Bureau of Engineering and Construction Lessons Learned exchanges.
  • Document and recommend Best Practices.
  • Act as a liaison with Construction Districts regarding Constructability concerns, Municipal Manual Updates, Environmental coordination, and other related CTDOT operating units, contractors, and outside agencies and government officials.
  • Supervise the development and maintenance of performance metrics.
  • Coordinate the start-up of Emergency Declaration projects.
  • Perform other related duties assigned based on the needs of the Unit.
  • Assist, confer with, and advise Transportation Principal Engineers or Transportation Assistant District Engineers on all types of projects such as construction of highways, bridges, and transportation facilities.
  • Conduct inspections of state projects.
  • Review and assist in approving contract proposals prior to advertising.
  • Review and make recommendations on contractor monetary claims brought against the state.
  • Supervise and oversee the inspection of construction work.
  • Make recommendations concerning proposed design changes, changes in construction methods, and substitutions of materials.
  • Assign inspection personnel to various construction projects.
  • Review plans and specifications in preliminary and final stages.
  • Make recommendations to prevent recurring problems and assist design engineers with construction projects.
  • Supervise and maintain continuous contact with project engineers.

  • Serve as a technical advisor on construction matters.
  • Supervise and oversee office functions relative to construction projects including reviewing and processing construction orders, processing estimates for payment, reviewing and processing consultant payments, analyzing and approving prices for new items, writing memoranda and letters to departmental personnel, state and/or municipal administrators and authorities, contractors, and the general public.
  • Supervise implementation and operation of computerized construction reporting systems.
  • Prepare and maintain schedules for all survey and design projects.
  • Check detailed plans, specifications, and estimates of cost of proposed projects.
  • Make special investigations and studies of complex design problems.
  • Interpret policy and recommend practices needed for implementation.
  • Correlate office or field operations with other sections.
  • Serve as a technical advisor for survey and design.
  • Supervise office functions relative to logistics and administration.
  • Schedule and monitor all location surveys performed by state personnel and surveyors.
  • Recommend standards of accuracy and limits of coverage for individual projects.
  • Recommend and maintain specifications for ground and photogrammetric surveys.
  • Prepare and administer agreements for photogrammetric mapping and surveys by contract.
  • Oversee inspection, sampling, and testing of materials used for construction and maintenance projects.

  • Supervise field or office functions for location, boundary, construction surveying, and design projects.
  • Supervise preparation of comprehensive technical reports and related correspondence.
  • Make oral presentations at public hearings or meetings.
  • Review work of consultants (engineers, designers, etc.).
  • Act as the Primary Assistant to the Chief Engineer in performing special projects and overseeing Bureau activities.
  • Oversee the Department's Consultant Selection Panel process.
  • Serve as a member of a departmental committee assisting in preparation and/or revision of standard specifications.
  • Perform related duties as required.
