About The Position

Within the Department of Transportation (DOT), to perform moderately complex technical work in professional civil engineering in the area of specialization indicated by the title in the class of position. This role focuses on Bridge Engineering, involving assistance in planning, supervising, and overseeing the work of subordinate engineers in ensuring the safety of all types of bridges. Responsibilities include performing complex bridge loading rating analyses, overseeing consultant load ratings, managing the development of scopes of work and contract documents for bridge maintenance and preservation, planning and performing bridge inspections, preparing inspection reports, reviewing consultant inspections, responding to bridge-related emergencies, and performing final inspections. The role also involves managing staff, escorting, and reviewing vehicle permits for capacity, clearance, and safety on highways and bridges.

Requirements

  • A thorough knowledge of engineering principles and practices of bridge engineering and the ability to apply such principles and practices.
  • A thorough knowledge of engineering fundamentals and techniques that are commonly used to resolve problems which regularly occur administratively and in the field involving bridge engineering.
  • Considerable skill in the use of current computer aided engineering technology.
  • A thorough knowledge of all relevant AASHTO bridge, traffic, and highway design codes.
  • The ability to apply engineering principles and practices to troubleshoot a variety of field problems and recommend solutions.
  • The ability to read and interpret all types of plans and specifications.
  • The ability to plan, assign, supervise and review the work of subordinates.
  • The ability to establish and maintain effective working relationships with supervisors, subordinates, public officials and the general public.
  • Graduation from a college or university with at least a Bachelor’s Degree in Civil Engineering or related engineering field and an Engineer-in-Training certificate (EIT). OR master’s degree in civil engineering or related engineering field with four (4) years of experience, OR a doctorate in civil engineering, OR a Professional Engineer License (PE).
  • Possess at least six (6) years of experience in bridge engineering.
  • At the time of appointment, applicants with a Bachelor’s Degree in Civil Engineering or related engineering field must at least possess, an Engineer-in-Training certificate OR Professional Engineer’s License of registration issued by the Rhode Island State Board of Registration for Professional Engineers or a State licensing board which offers reciprocity with the State of Rhode Island.
  • Must maintain such registration as a condition of employment.
  • Excellent computer skills.
  • Good working knowledge of Microsoft Office Suite software.

Nice To Haves

  • Knowledge of AutoCAD is desirable.

Responsibilities

  • Assist in planning, supervising and overseeing the work of subordinate engineers performing bridge engineering duties in overseeing the safety of all types of bridges.
  • Perform complex bridge loading rating analyses in-house and oversee consultant load ratings.
  • Oversee and manage the development of scopes of work and contract documents for bridge maintenance and preservation including distribution of quantities, specifications and estimates, and to oversee and manage the administration of same.
  • Plan, oversee and perform bridge inspections.
  • Prepare bridge inspection reports.
  • Review consultant inspections.
  • Respond to bridge related emergencies.
  • Perform final inspections as required.
  • Manage staff, escort and review vehicle permits for capacity, clearance and safety on highways and bridges.
