About The Position

The Hennepin County Public Works Transportation Operations department is seeking a Transportation Operations Administrator to provide strategic leadership, program management and administrative oversight of Road Operations and Permits. This position is hybrid and will be performed on-site at the Public Works Facility, 1600 Prairie Dr, Medina MN and remote as job duties require. This position will also be required to work at other locations across the county as needed. Work hours will be Monday through Friday with typical hours of 7 a.m. – 3:30 p.m. While this position is designated as hybrid, based on current requirements hires must reside in or relocate to Minnesota or Wisconsin. This is a full-time, benefit-earning position. You must be a current regular or probationary employee of the Transportation Operations department to apply for this position. Note: Limited duration employees are not eligible. This position is internally classified as a Department Administrator, Senior.

Requirements

  • Ten years or more of program administration experience in government or an organization closely related to government.
  • Bachelor's degree or higher in business administration or other field appropriate to the position and six years or more of program administration experience in government or an organization closely related to government.

Responsibilities

  • Lead strategic initiatives for Road Operations and Permits to ensure delivery of high-quality- services aligned with Hennepin County values, goals, and Public Works priorities.
  • Work closely with Public Works leaders to establish data driven forward-looking operational plans covering roadway operations and maintenance, permit work coordination, and system reliability.
  • Provide leadership, direction, and support to Road Operations and Permit staff, fostering a culture of safety, accountability, continuous improvement, and customer service.
  • Create, implement, and monitor long range operational staffing and maintenance models to be responsive to short term needs while meeting long term objectives.
  • Track, analyze, and interpret staff utilization and efficiency, and develop strategic conclusions for continuous improvement.
  • Manage annual budgets and quarterly forecasts, propose expenditure adjustments as necessary; guide the creation of the annual budget.
  • Manage equipment needs and resource allocation to support effective and efficient delivery of services and outcomes.
  • Develop, implement, and maintain standardized operating procedures and best practices to ensure consistent, efficient, and safe delivery of road maintenance services.
  • Collaborate with county leaders, state and local agencies, and municipal partners to ensure road operations align with initiatives, including safety, climate action, and disparity elimination efforts.
  • Oversee emergency response operations for weather events, roadway hazards, and other incidents impacting mobility and public safety.
  • Ensure compliance with regulatory requirements, environmental standards, and workplace safety practices across all operational activities.
