About The Position

This position is classified-exempt and "at will" within the Department of Transportation's Human Resources Division. The Transportation Human Resources Associate will report to the Hiring section and, in a training capacity, will perform highly specialized work at the division level. This role requires the analysis, interpretation, and application of policies, procedures, laws, rules, and regulations specific to statewide human resources functions. Work is performed under direct supervision with limited latitude for independent action and is reviewed by a supervisor or lead worker. The position is Pay Grade 10 T0313N.

Requirements

  • High school diploma or the equivalent.
  • Two (2) years of full-time or equivalent part-time paid experience in human resources, payroll, bookkeeping, or accounting.
  • Knowledge of the organization and specific functions of the Department of Transportation.
  • Skilled in writing and reviewing highly specialized reports and information.
  • Ability to evaluate operations and analyze information.
  • Ability to maintain confidentiality and utilize discretion in all aspects of work.
  • Routine skill to operate machinery such as basic office equipment, such as a keyboard or basic duplicating machine.
  • Ability to communicate effectively, both orally and in writing.
  • Ability to establish and maintain effective working relationships with a wide variety of individuals.
  • Valid driver’s license is required.

  • Successful completion of coursework from a regionally accredited college or university may be substituted for the required experience through an established formula.

Responsibilities

  • Ensures compliance with all applicable policies, procedures, laws, rules and regulations.
  • Evaluates job applicants' education and work experience in relation to established standards.
  • Reviews proposed human resources actions for conformity to human resources policies and merit system rules and regulations, ensuring timely processing of human resources transactions.
  • Informs applicants of job requirements, opportunities and benefits; explains rules, regulations and procedures; answers questions; advises applicants of appropriate course(s) of action.
  • Provides financial support work in general accounting and payroll.
  • Reviews and analyzes federal and state regulations and local provisions regarding salary and benefit issues.
  • Provides information and instruction regarding procedures and methods involved in processing payroll; interprets and explains rules and regulations involving payroll.
  • Analyzes and maintains annual and sick leave balances.
  • Reconciles, prepares, and distributes all W-2 information as well as any W-2 corrections as needed in conjunction with the WV State Auditor's Office.
  • Participates in formal and informal training to develop the knowledge and abilities required for the class and for career growth and opportunity.
  • Approves, tracks, enters, and requests information in regards to employee benefits management.
  • Drafts and interprets uniform policies and operational procedures to ensure fair and equitable treatment of merit system employees.
  • Provides consultation services regarding law, rule and policy as well as the grievance procedure and federal and state personnel related laws to both agencies and employees.
  • Provides technical assistance and guidance to employers and employees regarding issues such as disciplinary action, sexual harassment, supervision, performance management, grievance resolution and other personnel matters.
  • Reviews, distributes, and obtains signatures for proposed settlement agreements pertaining to classified Division of Highways employees.
  • Composes correspondence, job announcements, informational pamphlets, forms and work reports.
  • Maintains confidentiality and utilizes discretion in all aspects of work.
