About The Position

The Ohio Department of Transportation (ODOT) is seeking a Transportation Engineer 4 to join their team. ODOT is responsible for maintaining the nation's 5th largest interstate system and the 3rd largest number of bridges. This role involves a variety of tasks related to engineering, policy development, project management, and staff supervision within the geotechnical engineering field. The position requires a licensed professional engineer in Ohio and offers opportunities for professional growth and public service.

Requirements

• Licensed as a registered professional engineer by the Ohio State Board of Registration for Professional Engineers & Surveyors.
• 2 years of experience as a group or project leader or supervisor providing work direction and training to employees engaged in engineering projects.
• OR 2 years of experience in managing engineering research projects (applies only to staff specialist positions).
• If assigned to operate a state vehicle to travel to and inspect project sites, must possess a valid driver's license.
• OR Licensed as a registered professional engineer by the Ohio State Board of Registration for Professional Engineers & Surveyors; 12 months of experience as a Transportation Engineer 3, 85643.
• If assigned to operate a state vehicle to travel to and inspect project sites, must possess a valid driver's license.
• Equivalent of Minimum Class Qualifications for Employment may be substituted for the experience required, but not for the mandated registration.

Responsibilities

• Acts as staff specialist, District Geotechnical Engineer, developing engineering policies and plans for unique or controversial problems with significant impact on major organizational programs.
• Supervises/leads a team of two or more teams/squads of lower-level transportation engineers, technicians, and/or support personnel by assigning tasks, monitoring work progress, and evaluating completed work on highway plans.
• Performs supervisory responsibilities including completing performance evaluations, coaching staff, and approving leaves for subordinate staff.
• Ensures accurate and timely updating of management information systems (e.g., ELLIS, TMS, BMS) and ensures their business rules, policies, and procedures are implemented and maintained.
• Stays informed of new scientific methods and developments affecting the department and recommends changes in program emphasis.
• Represents the administrator in the administration of consultant agreements involving multiple complex projects, programs, and directives.
• Develops and/or revises policies and directives based on field observation and testing, including construction plans for paving, drainage, culverts, bridges, paving unstable subgrade, and raised pavement marker installation.
• Assesses the feasibility and soundness of proposed engineering designs when necessary data is insufficient or confirmation by testing is advisable.
• Determines testing procedures to evaluate changes, implements test studies, and recommends adoption of new procedures, policies, and equipment purchases.
• Signs plans and/or other engineering documents as a registered professional engineer.
• Researches plan preparation, reviews complex engineering reports, and analyzes bids.
• Analyzes geotechnical problems and structure foundation designs by reviewing data, reports, and plans.
• Instructs and trains employees in areas of CADD techniques, drafting equipment, computation of plan quantities, geotechnical engineering, and general coordination of the design process through completion of final contract plans.
• Assists supervisor with budget preparation and/or long-range planning.
• Reviews final project construction plans to assure conformance with state specifications.
• Checks and approves designs of proposed and complete structures, including emergency plan changes.
• Administers construction plan programs to discuss and solve project problems such as drainage, culverts, bridges, paving unstable subgrade, slope stability, and retaining walls.
• Recommends and/or reviews change orders and VECP (Value Engineering Change Proposals) to ensure cost savings and reviews construction plan file packages, revisions, and addendums.
• Resolves complaints from the public.
• Assists in policy development.
• Meets with, advises, and counsels engineers, consultants, contractors, and officials from other political subdivisions on departmental policy.
• Monitors inventory records, inventory and appraisal forms, structural ratings, etc., and reports any changes to the supervisor.
• Advises offices, consulting firms, Federal Highway Administration, local public agencies, and others with projects/problems in the assigned area of expertise where established policy does not apply.
• Assists in research projects with other departments.
• Testifies in civil court proceedings as an employee of the Department.
• Represents the department at conferences to resolve questions.
• Operates a state vehicle to travel throughout the district to conduct field reviews of project implementation and/or review sites of proposed projects to ensure project adaptability.
• Attends meetings and training seminars.
