About The Position

The Ohio Department of Transportation (ODOT) oversees building and maintaining the nation’s 5th largest interstate system and the 2nd largest number of bridges. We take pride in providing safe and efficient roadways for the people of Ohio and to the people traveling within our great state. This position acts as a Staff Specialist managing construction projects within the Construction Department. The role involves supporting assigned project staff in the performance of highway construction projects and testing functions to ensure compliance with contract plans and specifications. The engineer will review and evaluate construction or plan issues in the field, authorize revisions to plans, and review change orders. They will also review progress schedules, negotiate prices for extra work, and review project submittals. Management of assigned staff, including approvals and evaluations, is a key responsibility, as is mentoring staff to ensure proper administration, inspection, and documentation. The role includes meeting with contractors, local agencies, and the public to resolve issues and complaints, and conducting/participating in construction project meetings. Involvement in project development prior to award, including scope meetings, reviews, and prebid questions, is also part of the role.

Requirements

  • Licensed as registered professional engineer by Ohio State Board of Registration for Professional Engineers & Surveyors
  • 2 yrs. exp. as group or project leader or supervisor providing work direction & training to employees engaged in engineering projects or 2 yrs. exp. in managing engineering research projects
  • If assigned to operate a state vehicle to travel to & inspect project sites, must possess valid driver’s license.
  • Valid Driver's License Required to operate state vehicle.
  • Licensed as Registered Professional Engineer by Ohio State Board of Registration for Professional Engineers & Surveyors.

Responsibilities

  • Act as Staff Specialist managing construction projects within the Construction Department
  • Support assigned project staff in the performance of highway construction projects and the testing functions to ensure compliance with contract plans and specifications
  • Review and evaluate construction or plan issues in the field
  • Authorize the need for revisions to the plans and review change orders on projects
  • Review Progress Schedules and recommend extension of completion dates and assessment of Liquidated Damages
  • Negotiate prices for extra work and new items of work needed on the projects
  • Reviews and coordinates flow of project submittmits, including shop drawings, lab reports, RFI’s, dispute documentation, etc.
  • Review project staffing and equipment needs and assignment of staff and equipment based on project
  • Management of assigned staff, including approval of Kronos & EIMS time, employee evaluations, approval of training, etc.
  • Mentoring of assigned staff to ensure proper administration, inspection, and documentation is being completed
  • Meet with contractors, local agencies, and public to resolve project issues and complaints
  • Conduct and participate in construction project meetings (preconstruction meetings, progress meetings, partnering meetings, etc.)
  • Involvement in project development prior to project award, including scope meetings, scope reviews, plan/constructability reviews, prebid questions, etc.
