About The Position

The Ohio Department of Transportation (ODOT) is seeking a Transportation Engineer 3 to act as a staff specialist or supervise a team of lower-level engineers and technicians. This role involves developing and evaluating plans and criteria for various projects, assessing the feasibility of engineering designs, and preparing or reviewing construction plans for a range of projects including rehabilitation, new construction, and bridge replacement. The position requires coordinating design work, ensuring accurate updates to management information systems, and signing engineering documents as a registered professional engineer. Responsibilities also include preparing design revisions, recommending repairs or replacements, analyzing bids, and training employees on design processes. The engineer will direct engineering activities, advise various stakeholders, and may testify in court proceedings. Travel to project sites for field reviews is also a component of this role.

Requirements

  • Licensed as a registered professional engineer by the Ohio State Board of Registration for Professional Engineers & Surveyors.
  • 12 months of experience as a group or project leader providing work direction and training to engineering technicians and/or lower-level engineers OR 12 months of experience in conducting engineering-related research (this research experience only applies to staff specialist positions).
  • If assigned to operate a state vehicle to travel to and inspect project sites, must possess a valid driver's license.
  • OR licensed as a registered professional engineer by the Ohio State Board of Registration for Professional Engineers & Surveyors; 12 months of experience as a Transportation Engineer 2, 85642.
  • If assigned to operate a state vehicle to travel to and inspect project sites, must possess a valid driver's license.
  • OR equivalent of Minimum Class Qualifications for Employment may be substituted for the experience required, but not for the mandated registration.

Responsibilities

  • Develops and evaluates plans and criteria for a variety of projects and activities to be carried out by others.
  • Assesses feasibility and soundness of proposed engineering designs, evaluation tests, products, or equipment.
  • Supervises or leads a team of lower-level transportation engineers, technicians, and/or support personnel by assigning tasks, monitoring work progress, and evaluating completed work on highway plans.
  • Performs supervisory responsibilities including completing performance evaluations, coaching staff, and approving leaves for subordinate staff.
  • Develops in-house plans and reviews designs proposed for all construction (e.g., four-lane rehabilitation, new construction, bridge replacement, roadway relocation) submitted by District Engineers, consulting engineers, and Local Governments.
  • Incorporates geometric, hydraulic, and structural design techniques in plan preparation using CADD or drafting tools.
  • Interprets complex plans to provide for effective implementation and minimize the chance of accident, conflict, and delay.
  • Coordinates design work with District Survey area.
  • Ensures accurate and timely updating of management information systems (e.g., ELLIS, TMS, BMS) and their business rules, policies, and procedures.
  • Signs plans and/or other engineering documents as a registered professional engineer.
  • Attends project scope field reviews.
  • Prepares plans and design revisions to solve plan implementation problems (e.g., changes to structural design, pavement design, geometric design, hydraulic design).
  • Makes recommendations for repairs and/or replacement for construction roadways (e.g., shoulder widening, ditch lay-overs, drainage design, structural repair and rehabilitation).
  • Uses computer-aided drafting and design (CADD, Geopack) and drafting equipment.
  • Recommends and/or designs change orders.
  • Reviews complex engineering reports and analyzes bids.
  • Instructs and trains employees in areas of CADD techniques, computation of plan quantities, and general coordination of the design process through completion of final contract plans.
  • Directs engineering/technical activities on behalf of a supervisor to plan, schedule, and coordinate work.
  • Assists in the development of section policy, budget preparation, and/or long-range planning.
  • Advises offices, consulting firms, Federal Highway Administration, local public agencies, and others with projects/problems in the assigned area of expertise.
  • Testifies in civil court proceedings as an employee of the Department.
  • Represents the department at conferences to resolve questions.
  • Operates a state vehicle to travel throughout the district to conduct field reviews of project implementation and/or review the site of a proposed project to ensure project adaptability.
  • Attends meetings and training seminars.
