About The Position

The Washington State Department of Transportation (WSDOT) is seeking a motivated and skilled Transportation Engineer 2 (In Training) to join the Northwest Region Transportation Management Center (TMC). This role involves working at the center of WSDOT’s real-time transportation operations, utilizing Intelligent Transportation Systems (ITS) technology and engineering judgment to ensure safe and efficient movement of people and goods. The position will lead daily operations, monitor regional ITS systems, provide guidance to staff, and coordinate responses during major events and incidents. This is an opportunity to make a direct impact on traveler safety and traffic flow in a fast-paced environment.

Requirements

  • Demonstrates strong understanding of civil engineering principles and apply intermediate-level civil engineering practices to transportation-related projects, designs and analyses.
  • Proficient in operating Windows based systems and software-including, Excel, Word, SharePoint, and Outlook; databases and computer aided engineering tools.
  • Experience in CAD platforms such as MicroStation or AutoCAD to develop transportation design plans and estimates.
  • Perform quality control reviews at various stages of project development.
  • Apply strong analytical skills to collect, interpret and analyze large data sets.
  • Summarize findings into actionable reports that traffic, tolling and engineering operations.
  • Produces and reviews technical design documentation, reports, and supporting materials with accuracy and attention to detail.
  • Manages multiple projects, schedules, and deliverables simultaneously, maintaining organization and meeting deadlines in a dynamic work environment.
  • Identifies issues, evaluates alternatives, and applies sound engineering judgment to recommend solutions that align with standards, safety requirements, and project goals.
  • Foundational understanding of civil, structural, geotechnical, traffic, transportation or a closely related engineering field with the ability to apply fundamental engineering concepts and mathematical principles (e.g. calculus, trigonometry, and construction-related math) to solve technical problems.
  • Proficient in operating Windows based systems and software, including Excel, Word, SharePoint, and Outlook; databases, and computer aided engineering applications.
  • Compiles large data sets and utilize software to perform detailed analysis and prepare reports under guidance of a supervisor.
  • Strong organizational skills to manage concurrent projects, schedules, and deliverables.
  • Working knowledge of freeway management practices and principles, with the ability to assess real-time traffic flow conditions and implement responsive traffic management strategies and tactics based on guidelines and Standard Operating Procedures (SOP).
  • Experience preparing traffic analysis and engineering reports for safety and capacity improvement projects on limited access multi-lane freeways.
  • Strong technical writing and documentation skills.
  • Works effectively with diverse teams, supporting engineers, and external stakeholders.
  • Fundamental understanding of the ITS principles, technologies, and applications relevant to freeway operations.
  • Strong understanding of computer operations and proficiency with associated software, including Microsoft Suite products (e.g., SharePoint, Word, Excel, PowerPoint, etc.).
  • Ability to rapidly multitask between multiple software applications in emergency situations.
  • Stays current on transportation practices, tools, and field procedures.
  • Adapts to new methods, seeks feedback, and applies updated knowledge to improve accuracy, safety, and efficiency in daily tasks.
  • Contribute to efficient daily operations by helping WSDOT staff and external partners, helping coordinate field activities, resolve routine operational issues, and ensure information and resources are delivered accurately and on time.
  • Communicated complex technical information clearly and professionally through written, verbal, and presentation formats, adapting content for both technical and non-technical audiences across virtual, phone, or in-person settings.
  • Able to travel to and work safely along highways and within active work zones, including navigating uneven terrain and confined spaces such as communication vaults.
  • A valid driver’s license and the ability to operate state-owned vehicles.
  • Ability to respond to the TMC within 1 hour outside of the regular work schedule while on-call.
  • The incumbent may be expected to adjust work schedule to meet business needs, including ability to work one or two days on the weekend, nights, or holidays.

Responsibilities

  • Perform ITS System Analysis, including data retrieval, reporting, and optimization.
  • Utilize ITS tools and manage roadway facilities to respond to incidents affecting the transportation network.
  • Apply engineering judgment and established response protocols.
  • Coordinate with management, local agencies, transit, and field crews to ensure timely and appropriate action.
  • Monitor and evaluate ITS system operations.
  • Collect and analyze traffic data.
  • Prepare detailed system performance reports for internal and external customers.
  • Conduct before and after studies.
  • Oversee daily operations using current incident management systems and principles.
  • Guide staff as they monitor regional traffic.
  • Coordinate and deliver training, manage training resources, participate in coordination meetings, and maintain documentation for TMC employees.
  • Monitor and verify toll rates and system-displayed information for accuracy.
  • Respond to blocking incidents and planned closures.
