About The Position

The State of Connecticut Department of Transportation (DOT), Bureau of Finance and Administration, Office of Negotiations is currently recruiting for a Transportation Director Of Negotiations position located in the DOT Headquarters in Newington, CT. The Office of Negotiations oversees the negotiations contracting process for the Department of Transportation. This individual will have policy making authority and will be required to be the agency's authority over the Statutorily required process of negotiating consultant agreements. The Office of Negotiations negotiated and resolved over $500 million in consultant selection fees in FY2026, which support the Department’s capital program which operates over $2.7 billion of annual capital spending. This position also oversees a team of 6 professional staff and functions as the permanent Chairperson of the Negotiations Committee which is comprised of 15 varied professional staff including Professional Engineers and high level fiscal staff.

Requirements

  • Ten (10) years of experience in transportation contract management or negotiations, or transportation engineering.
  • One (1) year of the General Experience must have been in a managerial or supervisory capacity.
  • Considerable knowledge of and ability to apply management principles and practices
  • Considerable knowledge of relevant state and federal laws, statutes and regulations
  • Knowledge of consultant contract negotiations principles and practices
  • Considerable interpersonal skills
  • Considerable oral and written communication skills
  • Ability to plan, organize, integrate and manage an administrative organization

Nice To Haves

  • Experience or knowledge of CTDOT contracting requirements, consultant selection processes, project design development and the negotiations of consultant services
  • Experience or knowledge of the administrative coordination, review and development of Engineering Services negotiations
  • Experience in conducting complex contract negotiations
  • Experience in the management of personnel or projects
  • Lead experience corresponding and communicating with both internal and external customers

Responsibilities

  • Directs the development, implementation, and continuous improvement of policies, procedures, and programs that ensure the efficient, transparent, and legally compliant acquisition of professional services in support of the Department's transportation program
  • Exercises broad independent judgment in administering complex negotiations, interpreting and applying federal and state laws, regulations, and policies, and advising executive leadership on matters affecting consultant contracting, procurement strategy, financial stewardship, and organizational risk
  • Represents the Department in interactions with governmental entities, industry partners, consultants, and other stakeholders, fostering collaborative relationships and advancing the Department's strategic objectives
  • Provides executive leadership in workforce planning, organizational development, performance management, and succession planning while promoting a culture of accountability, customer service, innovation, integrity, and continuous improvement
  • Ensures the Office of Negotiations effectively supports the Department's mission through sound business practices, operational excellence, and responsible stewardship of public resources
  • Performs related duties as required
  • Directs staff, programs and operations of the Office of Negotiations
  • Develops or assists in the development of related policy
  • Advises agency leadership on related office matters
  • Reviews financial management procedures and recommends policies
  • Prepares summaries, recommendations and progress reports on programs of department
  • Conducts negotiations meetings and oversees decision making related to consultant services
  • Reviews administrative operations for conformance to both statutory requirements and departmental rules and regulations
  • Reviews legislative matters relating to the department’s contract negotiations and consultant selection process
  • Interprets and administers pertinent laws
  • Evaluates staff
  • Maintains contact with individuals both within and outside of the office who might impact program activities
  • Leads the recruitment and hiring of staff, including outreach, interview and selection
  • May represent department in contacts with other public and private agencies, boards and commissions
