About The Position

Transportation Resources for Arlington County (TRAC), a bureau of the Division of Transportation (DOT) in the Department of Environmental Services (DES), is seeking a Transportation Demand Management (TDM) Marketing and Program Manager. This position is responsible for managing multiple contractors that develop and deliver educational, marketing, and promotional materials to support awareness and use of TRAC programs, products, and services. The position also oversees contractor-operated program delivery functions to ensure effective operations, quality service, and alignment with program goals. The TDM Marketing and Program Manager reports directly to the TRAC Bureau Chief and partners closely with Communications, Transit Bureau, and senior department leadership to advance program objectives. TRAC is responsible for promoting the use of sustainable transportation options to improve air quality and mobility for residents, employees and visitors.

Requirements

  • Bachelor’s degree in Communications, Marketing, Transportation Planning, Civil Engineering Public Administration, or a related field.
  • Significant experience in Transportation Planning and/or Project Management of Marketing, Communications, or Public Administration programs.
  • Applicant must possess, or obtain by time of appointment, a valid driver’s license, and must provide or authorize Arlington County to obtain a copy of the official driving record.
  • Alternatively, the applicant must have the ability to use alternative methods of transportation to perform duties at locations other than the primary worksite.

  • Experience in promotion, marketing, and sales of regional transit fare products and mobility services.
  • Experience managing complex operational contracts, including oversight of retail locations, mobile sales outlets, and customer-facing service programs.
  • Effective communication and presentation skills, with the ability to convey information through verbal and written communication to diverse audiences.

Responsibilities

  • Manage and implement marketing communication and outreach for TRAC programs, products, and services.
  • Oversee contractors to develop content that will reach and influence individuals to encourage travel behavior change, using social media campaigns and other digital marketing strategies.
  • Oversee contractors on events/campaigns, partner recruitment, retail displays, and community outreach to influence travel behavior change, including analyzing research and campaign results and applying to future projects.
  • Manage and maintain TRAC websites including ArlingtonTRAC.com (English and Spanish sites).
  • Work closely with the Transit bureau and the ART marketing manager on outreach and promotion.
  • Oversee TRAC programs and associated contracts, including consumer outreach and service delivery through The Commuter Stores and CommuterDirect.com®, as well as business engagement conducted through Arlington Transportation Partners.
  • Manage consumer outreach, customer service, and program operations within the TRAC Bureau, ensuring high-quality service delivery, program effectiveness, and alignment with County transportation demand management goals.
  • Manage Arlington Transportation Partners and BikeArlington / WalkArlington program activities as requested to support business engagement and sustainable transportation objectives.
  • Administer contracts and serve as the primary liaison with contractors to resolve facility-related issues, address customer concerns to maintain uninterrupted operations, and service quality at Commuter Store locations.
  • Work closely with DES and DOT Communications Groups on marketing and outreach and with external stakeholders to support program implementation including neighboring jurisdictions, Metropolitan Washington Council of Governments, Virginia Department of Transportation, Virginia Department of Rail and Public Transportation and WMATA.
  • Develop and manage program budgets, monitor expenditures, process invoices, and ensure compliance with financial policies and procedures.
  • Perform other job-related duties as assigned in support of program, bureau, and County priorities.
