About The Position

STV is seeking experienced construction inspection managers for its Transportation group in Pennsylvania. These roles are based in Douglassville, Harrisburg, Philadelphia, and Pittsburgh offices, with field locations in the Lehigh Valley, Northeastern PA, and Philadelphia regions. The positions involve managing construction inspection projects for clients such as the Pennsylvania Department of Transportation (PennDOT) and the PA Turnpike Commission (PTC), focusing on highway and bridge construction.

Requirements

  • 8 to 10 years of experience on highway and/or bridge construction inspection projects.
  • A HS Diploma (or GED).
  • Pertinent certifications.
  • Working knowledge of PennDOT and/or PA Turnpike electronic documentation systems.
  • NICET Level IV in Highway Construction (preferred, but an active PE license may be considered in lieu of).
  • NECEPT Asphalt Field Technician certification.
  • ACI Concrete Technician certification.
  • PennDOT/NECEPT Concrete Technician certification.
  • Strong combination of ACI/PennDOT Concrete, NECEPT Asphalt, Traffic Control, Guide Rail, Stormwater Management, OSHA Construction Safety and/or other related certifications.
  • Strong working experience with PennDOT’s and/or the PTC’s Construction Documentation Systems, PennDOT’s ECMS system, and associated PennDOT i-Pad-based electronic documentation applications.
  • Strong knowledge of PennDOT highway and bridge construction specifications, standards, materials, and work methods.
  • Strong computer skills (MS Excel, Word, Outlook, and pdf software, i.e., Adobe or Blue Beam).
  • Excellent math skills for measurements and calculations.
  • Written and verbal communication skills.
  • Managerial skills.
  • Ability to direct the activities of Construction Inspection staff.
  • Possess a valid driver’s license and vehicle.
  • Willingness to work nights and weekends when required.
  • Ability and willingness to attend training sessions and classes to obtain additional inspection and safety certifications and maintain certifications.

Nice To Haves

  • 5-10 years of project supervisory/management-level experience.
  • Certifications and training in Stormwater Management, Guiderail/Attenuator installation, Traffic Control, and OSHA/Safety.
  • An AS or BS in Civil Engineering or Construction Management.
  • A Professional Engineer’s (PE) license.
  • FE/EIT certificate.
  • Knowledge of PPCC (PennDOT) and/or Kahua (PTC) project management software.

Responsibilities

  • Manage construction inspection projects on highway and bridge construction.
  • Oversee field locations and ensure projects are on track and within budget.
  • Communicate project activities and issues to clients and stakeholders.
  • Remedy construction issues to avoid rework, change orders, or claims.
  • Support construction inspectors and technical assistants in inspection and documentation.
  • Direct the activities of Construction Inspection staff.
  • Advise and mentor project staff.
  • Review contractor’s procedures, materials, and work product for conformance with plans and specifications.
  • Monitor and document project inspection operations.
  • Improve construction methods and resolve construction problems.
  • Prepare, review, and edit written inspection reports, including quantity calculations, materials, methods, equipment, and costs.
  • Facilitate witnessing and documenting materials testing and certification processes.
  • Adjust work schedules as indicated by reports.
  • Maintain a physical presence on project sites to understand project issues, support staff, and facilitate resolutions.
  • Document and review construction project activities, materials testing, and certifications.
  • Track the status of operations and provide background information for contractor payments and change orders.
  • Ensure work is performed in a safe manner and within company, project, and OSHA safety guidelines.
  • Guide project staff in matters of safety.
  • Operate a personal vehicle safely on construction sites, including detour routes.
  • Attend training sessions to obtain and maintain certifications, and encourage staff to do the same.
  • Advise clients on construction activities regarding federal, state, and local environmental rules and regulations.
  • Support staff and clients in documentation and resolution of issues regarding environmental permit requirements, public safety, traffic control, and site safety.
  • Assist in project close-out, including documentation, contractor payments, punch list completion, quantity reconciliation, permit closeouts, and final project certifications.
