About The Position

The Department of Environmental Services (DES) is seeking innovative and strategic leaders to serve as Transportation Capital Programs Managers within the Transportation Planning and Capital Projects Management (TPCPM) Bureau of the Division of Transportation. Arlington's current 10-year Capital Improvement Program includes more than $600 million in transportation project investments advancing a Complete Streets vision across commercial corridors, non-commercial corridors, and neighborhoods. This position leads one of the Transportation Capital Projects Program teams, managing four to five professional staff responsible for implementing transportation projects that support Arlington County’s vision for its transportation network: People of all ages, backgrounds, and abilities can move safely, comfortably, and seamlessly in Arlington. Everyone can rely on a variety of high-quality, sustainable transportation options to get them where they want to go, when they need to be there, without having to depend on a car. Arlington focuses on making travel an enjoyable experience for people, connecting them with nature, friends, family, and opportunities. The Program Manager provides strategic direction and oversight for a portfolio of multi-million-dollar projects of local and regional significance that are funded through a combination of local, state, regional, and federal sources. The position works under the direct supervision of the TPCPM Bureau Chief and collaborates closely with the Transportation Planning manager, the other Capital Programs Manager, and leadership across DES Bureaus, including Engineering, Transportation Engineering and Operations, Transit, Environmental Management, Water Sewer and Streets, as well as the Forestry section of the Department of Parks and Recreation.

Requirements

  • Bachelor’s degree in Urban Planning, Landscape Architecture, Transportation Planning, Engineering, or a related field
  • Significant and progressively responsible leadership experience in Planning, Project Management and/or Program Management within Transportation operations
  • Additional qualifying experience may substitute for the education requirement on a year-for-year basis
  • Applicant must possess, or obtain by time of appointment, a valid driver’s license, and must provide or authorize Arlington County to obtain a copy of official driving record
  • Completion of the Commonwealth of Virginia Statement of Economic Interest form will be required of the successful candidate upon acceptance of employment and annually thereafter

Responsibilities

  • Developing and advancing the Transportation Capital Program in alignment with Arlington County’s Capital Improvement Program, the Master Transportation Plan, other Comprehensive Plan elements, and commitments to Vision Zero and climate action goals
  • Providing managerial leadership to a Capital Projects Program team, including staffing, work planning, coaching, performance management, and quality control of work products
  • Establishing expectations and best practices for effective project management, promoting collaboration, accountability, creativity, and consistent delivery across a portfolio of projects
  • Coordinating with regional and finance teams to identify grant opportunities and develop, track, and manage multi-source funding plans
  • Directing collaboration with leadership and internal partners on project prioritization and implementation strategies, including budgeting, scheduling, cost estimating, and coordination of project development phases
  • Overseeing engagement with County staff, leadership, private developers, funding agencies, residents, and community groups to support informed decision-making and project delivery
  • Building and maintaining effective cross-departmental relationships to support coordination across divisions, bureaus, and other County departments
  • Maintaining cooperative working relationships with regional and state partners, including the Virginia Department of Transportation (VDOT), to enhance processes and communication
  • Performing related duties as assigned to support program and organizational needs
