About The Position

Austin Transportation and Public Works (TPW) is seeking a Supervisor for the Right of Way Management Division (ROW). This position will manage a Permit & Licensing team responsible for technical work involved in the acceptance, review, and processing of City right of way use permits. The role involves planning, directing, and managing programs and activities in transportation and public works enterprise operations and regulations, ensuring compliance with codes and regulations. The supervisor will manage division activities, coordinate with other entities, develop strategies, ensure compliance with laws, make budget recommendations, monitor budgets, develop policies, communicate with various audiences, manage changes in equipment, budget, and personnel, and ensure appropriate safety training is delivered. This position is considered an "Essential" role, requiring work during declared extraordinary situations or emergency conditions to ensure community safety and continued City operations.

Requirements

  • Graduation with a Bachelor’s degree from an accredited college or university with major coursework in Business, Public Administration, or in a field related to the job.
  • Four (4) years’ experience in maintenance and/or operations.
  • Two (2) years of which were in a lead or supervisory capacity.
  • Valid Class C Texas Driver License.
  • Must possess required knowledge, skills, abilities, and experience and be able to explain and demonstrate, with or without reasonable accommodations, that the essential functions of the job can be performed.
  • Knowledge of fiscal planning and budget preparation.
  • Knowledge of Federal, State, Local statutes, ordinances and codes.
  • Knowledge of applicable processes, techniques, and methods.
  • Knowledge of supervisory and managerial techniques and principles.
  • Skill in oral and written communication.
  • Skill in handling multiple tasks and prioritizing.
  • Skill in using computers and related software applications.
  • Skill in data analysis and problem solving.
  • Ability to quickly recognize and analyze irregular events.
  • Ability to establish and maintain effective communication and working relationships with City employees and the public.

Responsibilities

  • Manages the activities of transportation and public works enterprise operations to include various permitted or non-permitted uses of public rights of way.
  • Coordinates operations of the division with other city divisions, departments or outside entities to ensure City of Austin transportation and public works enterprise operations are maintained.
  • Develops and evaluates short- and long-range strategies, goals, and action plans to meet business needs.
  • Ensures that traffic operations comply with city ordinances, state and federal laws.
  • Makes recommendations to management on budget development and expenditures, short and long term programs and enterprise initiatives.
  • Monitors and ensures section operates within appropriated enterprise transportation budget.
  • Develops and implements policies and procedures for enterprise transportation and public works operations.
  • Prepares, presents and communicates information to a variety of audiences including the public, city boards, and City Council.
  • Ensures operations of division are met by managing section with changes to equipment, budget and personnel to meet department needs.
  • Ensures the identification and delivery of all appropriate safety training.
  • Prepares and reviews reports as part of the process of monitoring and communicating section performance results.
  • Recommends major purchases and expenditures, develops specifications for product, price, and services to be received.
  • Responsible for the full range of supervisory activities including selection, training, evaluation, counseling, and recommendation for dismissal.
