About The Position

Under general direction, serves as OCTA's senior technical resource for active transportation planning, leading initiatives that improve mobility, connectivity, and safety for pedestrians, bicyclists, and other active transportation users throughout Orange County. This position oversees planning studies, policy development, stakeholder engagement, funding program coordination, and implementation of OCTA's Active Transportation Plan and other multimodal planning initiatives.

Requirements

  • Strong knowledge of active transportation planning, multimodal transportation systems, and complete streets principles.
  • Experience evaluating pedestrian and bicycle facilities, transportation data, and safety improvements.
  • Ability to lead complex planning studies and build consensus among public agencies, elected officials, community organizations, and stakeholders.
  • Strong analytical, project management, and problem-solving skills.
  • Excellent written, verbal, and presentation skills with the ability to communicate technical information to diverse audiences.
  • Experience developing technical reports, planning documents, and policy recommendations.
  • Ability to manage multiple projects while balancing competing priorities and deadlines.
  • Passion for creating safe, accessible, and connected transportation networks.
  • Bachelor's degree in Transportation Planning, Urban Planning, Environmental Planning, Public Administration, Engineering, or a related field, or any equivalent combination of education and experience.
  • Minimum four (4) years of progressively responsible experience in transportation planning or a related field.

Nice To Haves

  • Master's degree preferred.
  • Experience developing active transportation plans and evaluating pedestrian and bicycle facilities.
  • Knowledge of active transportation design guidance, safety countermeasures, and multimodal planning best practices.
  • Experience working with community organizations, elected officials, public agencies, and the general public.
  • Experience facilitating stakeholder meetings and coordinating projects across multiple jurisdictions.

Responsibilities

  • Lead and support implementation of OCTA's Active Transportation Plan and other multimodal planning initiatives.
  • Serve as OCTA's technical lead and primary liaison for active transportation planning with local agencies, regional partners, Caltrans, SCAG, community organizations, and other stakeholders.
  • Conduct and oversee active transportation studies, corridor planning efforts, and project development reviews.
  • Evaluate bicycle and pedestrian facilities, transportation data, safety trends, and land use conditions to identify mobility improvements.
  • Develop planning recommendations, technical reports, presentations, maps, and graphics that communicate project findings and proposed solutions.
  • Review transportation planning studies, project development efforts, and legislation to ensure multimodal and active transportation considerations are incorporated.
  • Coordinate funding program activities and collaborate with partner agencies on pedestrian and bicycle project development and grant opportunities.
  • Lead stakeholder meetings, facilitate consensus among diverse interests, and support public outreach and community engagement activities.
  • Represent OCTA on regional and statewide active transportation committees and working groups.
