About The Position

Transport Lieutenant, Correctional Lieutenant Transport Office (Umatilla) Oregon Department of Corrections The Transport Unit is comprised of four offices statewide. The Umatilla, Oregon Transport Office is recruiting one full-time permanent Transport Lieutenant. This list maybe used to fill future vacancies. This position is management service; this position is not represented by a labor union. This position may be eligible for Police & Fire (P&F) benefits through Public Employees Retirement System (PERS), as defined by statute. About the Job – Your Role The Transport Unit provides secure transportation to authorized locations for the adults in the custody of the Department of Corrections. This position is part of the Transport Unit structure and manages the operational concerns of mass transfers, medical and court trips, and high security inmate movement consistent with prison and public safety. As a Transport Lieutenant, this position directs, supervises, and provides guidance to subordinate security staff while supporting the overall security operations of the Transportation Unit. The role is responsible for monitoring unit staffing levels using sound deployment principles and serves as a liaison between the Transportation Unit and DOC Health Services, the Department of Justice, county agencies, medical providers, and internal security operations. The incumbent may also be assigned to conduct transportation duties involving inmates who present a higher-than-normal security risk. This position manages all aspects of staff deployment and time and attendance, including oversight of leave usage, absenteeism, and performance management, with an emphasis on minimizing overtime while meeting operational needs. The Transport Lieutenant oversees security operations to ensure compliance with ODOC administrative rules and multi-state standards, conducts internal audits, reviews use-of-force incidents, and directs inmate transportation for court appearances, medical appointments, and inter-facility transfers. Responsibilities also include supervising searches, use of restraints, key control, firearms oversight, documentation compliance, and maintaining a professional public presence while ensuring strict security protocols are upheld.

Requirements

  • Three (3) years of experience in a correctional-security setting where primary duties were the care and custody of AICs.
  • One year of the experience must have been at the level of a Sergeant in a correctional system.
  • Be able to obtain, within two weeks, an Oregon Department of Public Safety Standards and Training (DPSST) Correctional Certificate OR a Correctional Certificate from another government agency.
  • Ability to obtain a valid Oregon motor vehicle operator's license.
  • You do not need a CDL to qualify, however, you must be able to obtain a CDL after being assigned to the Transport unit
  • Ability to pass Range Qualifications
  • Possess and maintain a clear criminal history
  • Able to pass an alcohol and drug test

Nice To Haves

  • Valid and Current Oregon Class B Driver’s License with Airbrake and Passenger Endorsement
  • Compliance with all elements of Department of Corrections Contract 5321 (State Police IAA)
  • Prior experience working in the Lieutenant Classification and serving in that capacity within the Department’s Transport Unit
