About The Position

Southwest Power Pool (SPP) is seeking a Transmission Rates & Cost Analyst to join our Regulatory team and serve as a subject matter expert in electric utility transmission rates, cost allocation, and related policy impacts. This role plays a critical part in shaping how transmission costs are calculated, allocated, and implemented across the system—supporting accurate settlements, regulatory compliance, and informed decision-making. The Transmission Rates & Cost Analyst is responsible for developing and evaluating complex financial and rate models, reviewing transmission owner rate filings, and ensuring approved rates are accurately implemented within settlement and billing systems. This position provides strategic analysis and technical expertise to executive leadership, stakeholders, and the Board and represents the organization in regulatory proceedings, stakeholder forums, and educational settings. The ideal candidate brings advanced analytical judgment, deep regulatory knowledge, and strong communication skills to evaluate rate design, cost responsibility, and policy implications across a dynamic transmission environment.

Requirements

  • Bachelor’s degree in Economics, Finance, Engineering, Accounting, Mathematics, or a related field
  • Lead: Eight (8) years of experience in electric utility transmission rates, cost allocation, regulatory analysis, financial modeling, or a closely related discipline
  • Senior: Five (5) years of experience in electric utility transmission rates, cost allocation, regulatory analysis, financial modeling, or a closely related field.
  • Demonstrated ability to lead and coordinate complex, cross-functional work efforts and influence outcomes across multiple stakeholders
  • Advanced expertise in developing, validating, and governing complex financial and rate models
  • Strong understanding of transmission rate design, cost allocation methodologies, and regulatory frameworks
  • Proven ability to provide strategic recommendations that influence organizational or regulatory decisions
  • Advanced technical writing and communication skills, including experience contributing to regulatory filings or testimony
  • Ability to translate complex analytical concepts into clear insights for executive and non-technical audiences
  • Demonstrated ability to mentor and develop others
  • Ability to understand and comply with SPP Policies and Procedures

Responsibilities

  • Coordinate and lead the execution of transmission rate and cost allocation work across analysts, ensuring alignment of priorities, consistency of outputs, and timely delivery of key initiatives.
  • Provide guidance, mentorship, and technical direction to analysts, elevating team capability in modeling, regulatory analysis, and communication.
  • Lead cross-functional efforts involving Legal, Settlements, Accounting, and other departments to ensure integrated and accurate rate implementation and policy execution.
  • Direct the development, validation, and governance of complex financial and rate models to ensure consistency, accuracy, and alignment with regulatory and policy objectives.
  • Oversee the evaluation of transmission owner filings, ensuring analyses are comprehensive, defensible, and aligned with organizational positions.
  • Lead the design and refinement of transmission pricing methodologies and cost allocation approaches, ensuring equitable and policy-aligned outcomes.
  • Provide strategic insights and recommendations to executive leadership on rate design, cost impacts, and policy implications.
  • Lead the development and review of technical content for FERC filings, tariff revisions, and testimony, ensuring clarity, accuracy, and alignment with organizational strategy.
  • Partner with Legal and senior leadership to shape regulatory strategy and position the organization effectively in stakeholder and regulatory forums.
  • Influence policy development by evaluating long-term impacts of regulatory changes and recommending strategic approaches.
  • Serve as a primary subject matter expert in stakeholder forums, representing the organization on complex rate and cost allocation issues.
  • Translate complex technical and regulatory concepts into clear, actionable insights for executive leadership and external stakeholders.
  • Lead stakeholder education efforts and facilitate discussions that drive alignment on complex policy and rate matters.
  • Ensure approved rates and cost allocations are accurately implemented within settlement and billing systems through coordination with internal partners.
  • Establish and monitor controls and processes to maintain data integrity, compliance, and audit readiness.
  • Monitor and interpret emerging regulatory, industry, and market developments, assessing impacts and advising leadership on risks and opportunities.
  • Drive continuous improvement in methodologies, tools, and processes related to rate modeling and cost allocation.
