About The Position

The City of Eau Claire is seeking a Transit Supervisor to support Bus Operators and ensure safe, reliable, and efficient transportation for the community. This role involves assisting the Transit Manager with daily operations, including training and supervising operators, responding to incidents, and maintaining smooth service. The position supervises approximately 30 full-time and part-time Bus Operators and oversees transit operations, requiring initiative in assisting the Transit Manager with daily operations, knowledge of bus routes, and understanding of scheduling procedures.

Requirements

  • High school diploma or equivalent (GED, etc.)
  • Possess or obtain (within 6 months of hire) and maintain a valid Class B CDL with no air brake restrictions and P endorsement
  • Two years of experience with Microsoft Office Suite (Word, Excel, etc.)
  • Two years of training in a professional setting

  • An associate degree in a related field
  • Two years of mapping software experience in a professional or academic setting
  • Two years of supervisory or Transit specific experience

Responsibilities

  • Develop and conduct essential training for new hires and existing staff, ensuring compliance with Federal and State regulations.
  • Maintain proper certifications (CDL, Defensive Driving Course) and ensure staff certifications are up-to-date.
  • Schedule daily Bus Operators’ assignments and tri-annual run picks.
  • Answer telephone calls and assist customers over the phone.
  • Handle disciplinary issues with Bus Operators.
  • Assist in procurement of training equipment and materials.
  • Participate with the citywide safety committee.
  • Work with other City departments on areas such as police investigations, street maintenance and detours, transit bus stop sign placement, and development of emergency procedures.
  • Coordinate and participate in community outreach, including volunteer coordination, tours, marketing projects, and public communication via social media and website updates.
  • Develop and facilitate employee engagement initiatives, such as innovation committees and safety teams.
  • Work with the Streets Division in assisting supervision of plowing operations as needed.
  • Participate in WIPTA functions and committees as assigned by the Transit Manager.
  • Review and develop internal policies and procedures.
  • Oversee daily operations from 5:00 am to 11:00 pm, ensuring security and safety, and be on-call as needed, including Saturdays.
  • Audit staff-assigned property (fare media) and replenish as required.
  • Monitor for accuracy and record daily ridership data, review and approve daily bus operator reports.
  • Cover shifts as needed due to call-ins.
  • Determine if staff are fit for duty or require a reasonable suspicion drug test.
  • Count daily farebox revenue and make the daily deposit.
  • Investigate and respond to accidents, passenger incidents, and complaints.
  • Follow up with Risk Management, customers, and/or insurance companies, determine fault or preventability, and provide post-accident counseling and/or retraining.
  • Establish detours and communicate changes to staff and customers.
  • Plan and develop routes, including creating and distributing turn sheets, developing alternatives for the Transit Commission, and collecting appropriate data.
  • Complete National Transit Database (NTD) reports and maintain compliance through necessary workshops and/or webinars.
  • Attend continuing education courses offered by FTA approved providers to stay current in Transit standards and regulations.
  • Monitor transfer centers, bus shelters, and other transit facilities, requiring knowledge of surveillance systems and providing support for contracted security.
  • Assist with paratransit application and question processing.
  • Manage the provision of Bus Operator uniforms, including creating specifications, working with distributors, procurement, approving additional clothing, distribution, and monitoring account balances.
  • Plan, schedule, and conduct quarterly safety meetings based on system policies, training goals, and objectives, and respond to staff safety concerns.
  • Implement Federal Transit Administration (FTA) random and post-accident drug and alcohol testing procedures.
  • Interview, hire, and train new employees, and process documentation for all staff.
  • Coach and provide suggestions for improvement when necessary, and provide required documentation.
  • Conduct ride checks and provide necessary follow-up with Bus Operators.
  • Assist the Transit Manager with special projects such as triennial reviews, procurement projects, and contract reviews.
  • Operate as needed, demonstrating a working knowledge of all routes and equipment.
