About The Position

The purpose of this position is to oversee all safety, training, and compliance programs for Greenville Area Transit. This position will develop and deliver operator training; administer the Agency Safety Plan; conduct safety inspections and investigations; support operator recruitment; manage CDL training and certification; and oversee DOT/FTA drug and alcohol compliance.

Requirements

  • Bachelor’s degree in a related field and Three years of related experience OR Associate’s degree in a related field and Seven years of related experience
  • Knowledge of public transit regulations (federal, state, and local)
  • Knowledge of ADA requirements for public transit and paratransit
  • Knowledge of FTA Drug & Alcohol Program requirements
  • Knowledge of FTA Public Transportation Agency Safety Plan (PTASP) requirements
  • Knowledge of Safety Management System (SMS) principles
  • Knowledge of regulatory reporting and record-keeping requirements
  • Knowledge of transit operations, system safety, risk management, and emergency response
  • Knowledge of accident and incident investigation methods
  • Skill in intelligent transportation, onboard video, and vehicle monitoring systems
  • Skill in clear, professional written and verbal communication
  • Skill in report writing and presentation delivery
  • Skill in public speaking and group facilitation
  • Skill in customer service and conflict resolution
  • Skill in operation of transit vehicles and related equipment
  • Skill in conducting training, evaluations, and skills assessments
  • Skill in reviewing, interpreting, and explaining policies and regulations
  • Ability to develop and administer CDL Class B training programs
  • Ability to conduct CDL training with passenger endorsement
  • Ability to design and implement professional development programs
  • Ability to lead investigations and recommend corrective actions
  • Ability to build and maintain a comprehensive safety program
  • Ability to provide leadership, training, and direction to staff
  • Ability to draft policies, procedures, reports, and technical documentation
  • Ability to respond professionally to sensitive inquiries and concerns
  • Ability to represent GREAT effectively to external agencies and partners
  • Ability to analyze technical documents, reports, and regulations
  • Ability to use standard office equipment and Microsoft Office products
  • Valid North Carolina Class B Commercial Driver License with Passenger Endorsement and without Air Brake Restriction

Nice To Haves

  • Completion of TSI Transit Bus Operator Instructor course is required within one year.

Responsibilities

  • Develop and deliver new-hire and ongoing training for all operators and dispatch staff
  • Maintain training policies, SOPs, and required documentation
  • Conduct operator evaluations, skills assessments, and remedial training
  • Track training records and provide documentation for audits and reporting
  • Administer GREAT’s Agency Safety Plan and all PTASP/FTA safety processes
  • Lead hazard identification, mitigation, safety monitoring, and safety communications
  • Facilitate monthly safety meetings and support a strong safety culture
  • Submit required NTD safety and security reports
  • Conduct routine inspections of facilities, vehicles, and bus stops
  • Document deficiencies and recommend corrective actions
  • Respond to major accidents and incidents and lead investigations
  • Participate on the Accident Review Committee
  • Serve as Drug and Alcohol Program Manager (DAPM)
  • Coordinate required DOT/FTA testing and maintain compliance records
  • Support audits and submit annual DAMIS reporting
  • Other duties as assigned
