About The Position

The Transit Development (TD) unit within NYC DOT’s Division of Transportation Planning & Management (TPM) focuses on creating public transit-supportive street infrastructure and policies to enhance mobility for all New Yorkers. This unit manages the bus-related aspects of the NYC Streets Plan, including the Bus Action Plan and transit policy initiatives. TD also develops specific projects aimed at improving the quality and safety of bus operations and enhancing pedestrian access to transit. Furthermore, TD acts as a key resource for the agency on public transit matters and serves as a primary contact with the Metropolitan Transportation Authority (MTA). TD is seeking a candidate to lead a sub-unit responsible for developing new and improved rapid bus services in collaboration with the MTA, aligning with the goals of the Mayor and the NYC Streets Plan. The role involves developing infrastructure-heavy bus projects that aim to transform the urban environment and deliver high-quality transit service to all residents. The candidate will help oversee a team that handles community outreach, grant management, environmental reviews, project tracking, design development coordination, MTA operational coordination, and capital project initiation. Additionally, the selected candidate will be involved in staff hiring and development, and the creation and presentation of executive briefing materials. This position requires extensive engagement with the public, community boards, and other stakeholders through workshops and presentations, including potential evening and weekend work. The Division of Transportation Planning & Management is tasked with ensuring the safe, efficient, and environmentally sound movement of people and goods on city streets, supporting the broader objectives of economic and social vitality for New York City. Its responsibilities encompass planning, street design, technical analysis, signage, transit development, freight mobility, and markings, all while prioritizing the safety of vehicle occupants, pedestrians, and cyclists.

Requirements

  • Serving permanently in the title, or be reachable on the civil service list.
  • A baccalaureate degree from an accredited college or university and two years of satisfactory full-time experience in city planning.
  • A satisfactory combination of education and/or experience that is equivalent to a baccalaureate degree and two years of satisfactory full-time experience in city planning.
  • Graduate education in city planning, urban planning, urban design, architecture, landscape architecture, transportation engineering, public administration, economic development or related fields may be substituted for experience on the basis of 30 graduate semester credits from an accredited college for one year of experience.
  • Must have a baccalaureate degree.

Nice To Haves

  • One additional year of professional experience as described in '2' above for Assignment Level III.
  • Two additional years of professional experience as described in '2' above for Assignment Level IV.
