About The Position

The WA Cares Fund is a first-in-the-nation social insurance program, created by the Legislature to provide affordable long-term care insurance coverage to all working Washingtonians. Our team is the first point of contact for the program, and we are responsible for helping Washingtonians understand this new benefit. The Washington Cares Fund (WCF) seeks two Training and Curriculum Developers to join our dynamic team within the Home and Community Living Administration(HCLA). At HCLA, we champion choice, independence, and safety for seniors and people with disabilities. Our mission is to provide quality services that empower people to live with dignity and control over their lives. This is a unique opportunity as a Training and Curriculum Developer, to support the nation’s first long-term services and supports social insurance program. This role has statewide scope and will utilize a hybrid telework schedule within the state of WA. Occasional travel will be expected. This position is expected to last one year.

Requirements

  • 9 years of experience using eLearning in the areas of curriculum development, technical skills, training customer service, designing and developing e-learning courses, or adult learning experience
  • Concurrent work experience should include: Familiarity with e-Learning tools (e.g., Articulate, Camtasia) and remote training methods
  • Development of training timelines and implementation quality assurance
  • Commitment to making resources and training tools accessible for all

Nice To Haves

  • Familiarity with the long-term care industry is beneficial
  • Degrees in education, instructional design, or curriculum development is preferred
  • Understanding of cohort training models
  • Show proficiency at building and cultivating cooperative working relationships with other agencies, administration divisions, and diverse internal and external community partners

Responsibilities

  • Act as dedicated specialists for WCF, collaborating with regional administrators, beneficiary policy teams, and provider policy and training teams. Ensure consistent and efficient training information distribution.
  • Work closely with statewide points of contact to support a well-informed and skilled workforce. Contribute to long-range training planning and goal development.
  • Carry out the full lifecycle of training development, from design to implementation. Develop both virtual and in-person curriculum, ensuring compliance with relevant policies and guidelines.
  • Support the design, development, and maintenance of instructional content, assets, and resources. Update Learning Center content and contribute to e-Learning products.
  • Ensure consistent application of WCF laws, rules, and processes statewide. Analyze quality assurance data and provide expert guidance on federal and state regulations.
  • Develop statewide training systems and operationalize plans. Assist regional staff in identifying training needs and interventions.
  • Evaluate training effectiveness, multimedia application, and e-Learning suitability. Implement best practices for learning evaluation.
