About The Position

CMS is developing a dedicated team to champion organizational change management throughout our digital transformation. Reporting to the new Change Management Manager, the Training and Adoption Specialist will be part of the Division of Organizational Change Management within the Bureau of Strategic Transformation. The position will focus on creating and delivering engaging learning content, helping employees embrace new systems and processes, improve day-to-day experience, and build lasting change readiness. This position will execute stakeholder engagement activities, create communications, training materials, training sessions and provide sustainable user adoption support. By connecting both the technical and business sides, the Training and Adoption Specialist will ensure our workforce has the tools, confidence, and support needed to successfully adopt new ways of working and unlock the full value of transformation.

Requirements

  • Requires knowledge, skill, and mental development equivalent to completion of four years of college.
  • Requires prior experience equivalent to three years of progressively responsible administrative experience in a public or business organization.
  • Requires three (3) years of professional experience designing and delivering training in a change management, HR transformation, or enterprise systems environment.
  • Requires three (3) years of professional experience facilitating training, communicating effectively, and engaging diverse stakeholders.
  • Requires completion of a background check and self-disclosure of criminal history.
  • Requires ability to use agency technology/equipment (i.e., mobile phone, laptop, etc.) properly in accordance with information security awareness policies and confidentiality guidelines.

Nice To Haves

  • Prefers three (3) years of professional experience designing and delivering training in a change management, HR transformation, or enterprise systems environment.
  • Prefers three (3) years of professional experience facilitating training, communicating effectively, and engaging diverse stakeholders.
  • Prefers three (3) years’ professional experience supporting both IT (system implementations) and non-IT (policy/process) initiatives.
  • Prefers extensive knowledge of learning technologies, including Learning Management System (LMS) and tools such as Articulate Storyline, Adobe Captivate, or similar.
  • Prefers a bachelor’s degree in education, Organizational Development, Business, or a related field.

Responsibilities

  • Serves as the Training and Adoption Specialist creating and delivering engaging learning content.
  • Designs and executes training and adoption strategy grounded in organizational change management (OCM) principles to support both IT implementations and business process redesigns.
  • Conducts training needs assessments collaborating with internal partners in the Strategic Transformation Division staff and system owners to identify skill gaps and readiness levels.
  • Evaluates training effectiveness and monitors adoption progress to ensure sustained change.
  • Manages and leads training and adoption strategies for process-driven change in non-technical projects where no new software is introduced.
  • Works closely with internal partners to ensure training aligns with the broader change strategy and user experience goals.
  • Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.
