TRAFFIC SYSTEMS ENGINEER - (CIVIL ENGINEER V)
About The Position
This position is accountable for developing policies, procedures, and specifications to promote the implementation of state-of-the-art traffic signal system optimization technology, training, and serving as a consultant for both Illinois Department of Transportation (IDOT) and local agency personnel in the design and operations of optimized traffic signal systems. This position is responsible for developing and directing the statewide Traffic Signal Coordination and Timing (SCAT) Program, and development and implementation of other traffic signal, electrical, and ancillary structure programs. This position is also responsible for the design and operation of interconnected traffic/railroad signal systems throughout Illinois.
Requirements
- Current registration as a Licensed Professional Engineer in the state of Illinois OR current registration as a Licensed Structural Engineer in the state of Illinois.
- Five years of experience in civil engineering.

- Extensive knowledge of the principles and practices of civil engineering with emphasis on traffic engineering and traffic control devices.
- Knowledge of engineering studies, intersection geometric designs, and roadway construction.
- Previous experience in traffic signal equipment programming and testing.
- Ability to develop and maintain cooperative relationships with departmental staff, traffic industry organizations, and the public.
- Working knowledge of geographic information system (GIS).
- Supervisory experience.
Responsibilities
- Directs, supervises, motivates, coordinates, and trains subordinate personnel to accomplish their assigned goals.
- Keeps abreast of the rapidly changing traffic signal systems technology.
- Develops traffic signal optimization policies, design procedures, and specifications.
- Develops and directs the annual statewide Traffic Signal Coordination and Timing (SCAT) Program with the district offices for state and local highways and streets.
- Develops and directs the annual ancillary structures inspections and replacements for state highways.
- Reviews and approves the traffic signal system plans for inclusion in the contract lettings.
- Ensures that state-of-the-art computerized traffic signal progression and network simulation software is available and assists regions and local agencies in its use.
- Assists in evaluating railroad preemption equipment in traffic signals and ensuring safety and Illinois Commerce Commission (ICC) approval of the interconnection at the +200 interconnected crossings within the state.
- Trains department and local agency personnel and assists in the development of training materials and programs regarding timing and operations of interconnected systems.
- Assists in the development of training materials and programs for ancillary structure inspections.
- Provides liaison capabilities with management, region personnel, consultants and contractors, and local agency personnel.
- Participates in research and testing at the Illinois Center for Transportation as it relates to traffic signal, ancillary structures, and interconnected systems.
- Serves on various traffic signal related committees and pooled fund studies.
- Directs the processing of traffic signal and joint and master agreements.
- Performs duties in compliance with departmental safety rules.
- Performs all duties in a manner conducive to the fair and equitable treatment of all employees.
