About The Position

The City of Salem is seeking a Traffic Signal Shop Supervisor to manage the City’s traffic signal operations and maintenance programs. This role provides professional, technical, and administrative leadership, overseeing a team responsible for the maintenance and operation of traffic signal and streetlight systems. The position ensures compliance with regulations, manages budgets, and supports the Traffic Engineering team. Requirements

Must pass the pre-employment background check and drug test (including marijuana).
Must have an Oregon driver license and a driving record that meets the City of Salem's driving standards.
Associate degree from an accredited college or university in a related field (e.g., biology, business management, engineering, environmental sciences), and five years of supervisory experience in a related field, or any combination of education, experience and training that demonstrate possession of the knowledge, skills, and abilities as listed, and ability to perform the essential job functions.
Demonstrated leadership and supervisory skills with the ability to manage, mentor, and develop a team of technical staff within a complex and regulated program.
Commitment to fostering a collaborative and inclusive work environment, building effective partnerships across City departments and external agencies.
Strong dedication to continuous professional growth and staying current with industry best practices, regulations, and emerging technologies.
Extensive knowledge of traffic engineering principles, relevant laws, codes, and standards, including the Manual on Uniform Traffic Control Devices (MUTCD) and American Association of State Highway and Transportation Officials (AASHTO) guidelines.
In-depth understanding of traffic signal system operations and maintenance techniques.
Proven ability to analyze complex technical and operational issues, develop effective solutions, and communicate clearly with technical and non-technical audiences.

Nice To Haves

General Journeyman Electrician License
Certification in Traffic Signal Operations or Maintenance (e.g., IMSA certifications)
Experience managing complex traffic signal systems in a municipal or public agency setting

Responsibilities

Provide professional and technical leadership in managing the City’s traffic signal system operations and projects.
Supervise staff, including Traffic Signal Electricians.
Oversee complex traffic signal programs and ensure compliance with regulatory requirements.
Coordinate with internal teams and external agencies.
Oversee and maintain traffic signal systems for optimal performance, including routine inspections, troubleshooting, and adjustments.
Work collaboratively with external agencies (Keizer, Marion County, ODOT) for effective signal maintenance and operations.
Coordinate with the Engineering Department and Traffic Signal Electricians on capital projects, providing technical support.
Assist in reviewing traffic signal elements during the development process.
Represent the Traffic Signal Crew team at project meetings.
Respond to community concerns related to traffic signal operations.
Perform other traffic signal tasks as needed to support departmental goals and priorities.
