About The Position

This position is responsible for providing overall management of projects, programs, finances and work crews in the Traffic Group and the Signals Group. The Traffic Group is responsible for Signs, Lines, Meters and Crossing Guards, while the Signals Group is responsible for Traffic Signals and Warning Lights. The role involves recruiting, supervising, training, and evaluating crew performance, providing guidance and coaching, maintaining knowledge of departmental goals, and developing operations, maintenance, and capital programs. The Traffic Manager will also manage and prioritize work tasks, manage schedules and resources, monitor operations, prepare reports and bid documents, manage vendor contracts, oversee the layout and construction/installation of traffic signs, pavement markings, and signals, coordinate with other departments, ensure adherence to quality and safety standards, and act as an ambassador for the DPW.

Requirements

  • High school diploma or equivalent.
  • Six (6) years of related experience in management of traffic-related construction.
  • At least three (3) years’ experience in supervision of others.
  • Demonstrated knowledge of VOSHA and DOT Traffic Standards.
  • Ability to obtain a valid Vermont State CDL Class B Driver’s License within 6 months of employment.
  • Knowledge of departmental, divisional, City and state policies, procedures, and regulations affecting the area of assignment.
  • Ability to inspect work projects for adherence to specifications, divisional procedures, and other pertinent regulations and codes.
  • Ability to negotiate and resolve conflicts.
  • Knowledge of supervisory practices and the ability to delegate work through others.
  • Knowledge of administrative practices and the ability to provide required written reports and documentation.
  • Ability to work in a Windows-based environment with knowledge of word-processing, spreadsheet, and database software.
  • Ability to learn new, program-specific software applications.
  • Ability to communicate effectively orally and in writing with supervisors, staff, subordinates, governmental and industrial representatives, and the general public.
  • Demonstrated ability to forecast and plan long-range division maintenance and repair projects.
  • Ability to recommend long-range construction and improvements projects in the area of assignment.

Responsibilities

  • Provide management to the Traffic Group (Signs, Lines, Meters, Crossing Guards) and the Signals Group (Traffic Signals, Warning Lights).
  • Recruit, supervise, train, and evaluate crew performance, including discipline, conflict resolution, motivation, and documentation.
  • Provide guidance and coaching to crews to promote team philosophy and professionalism, identifying opportunities for professional development.
  • Maintain up-to-date knowledge of Department and Division goals, communicate them to the crew, and solicit feedback.
  • Develop operations, maintenance, and capital programs and evaluation metrics.
  • Manage and prioritize work tasks and the schedule for regular, seasonal, and part-time crews.
  • Manage material and equipment resources.
  • Monitor and document day-to-day operations and long-term programs.
  • Prepare daily, monthly, and year-end reports on task management, cost projections, inventory control, budget performance, etc.
  • Prepare requests for bid/contract documents for vendor services.
  • Manage vendor contracts to ensure proper methods, materials, and worksite safety compliance.
  • Oversee the layout and construction/installation of traffic signs, pavement markings, and signals.
  • Coordinate construction/installation with other departments/organizations and DigSafe.
  • Assure adherence to quality standards established by department procedures, City regulations, and state and industry standards.
  • Facilitate daily safety meetings and ensure the City Safety Manual is followed.
  • Review updates to VOSHA and DOT Traffic Standards.
  • Act as an "Ambassador" for DPW, carrying out work consistent with Department Mission and Vision.
  • Identify and coordinate truck servicing with the Fleet Manager.
  • Oversee the completion of work orders, including billing functions, and solve related problems.
  • Maintain a database for accurate yearly measurement of installed assets (signs, lines, signal equipment).
  • Monitor daily job progression, manage fieldwork, and solve problems related to field conflicts.
  • Coordinate and staff the City’s Crossing Guard program.
  • Perform other duties as required.
