About The Position

Incumbents in this class perform technical and professional traffic engineering work in both the office and field environments. Incumbents perform a variety of duties including field investigations, data collection, data analysis, plan review, engineering design, coordination with contractors, consultants, and Town staff, and communication with the public. The primary focus of the position is in the area of traffic control plan review. This is a professional, journey-level classification in the engineering job family. Work involves the application of sound technical principles and best practices associated with planning, diagnosis, troubleshooting and problem solving. Incumbents demonstrate specific knowledge, follow established practices and processes, and perform varied assignments in traffic engineering. The Traffic Engineering Analyst is distinguished from the Traffic Engineer by the performance of less complex professional-level projects without the requirement of a Professional Engineer (PE) license.

Requirements

Associate’s Degree in Civil Engineering, or a related field and 3 years of related experience; or an equivalent combination of directly related education and experience.
Arizona Driver License
Traffic engineering methods, practices and procedures for municipal operations and functions
Project management principles and practices
Traffic control regulations, practices, and safety requirements
Methods and applications of traffic engineering, including but not limited to signs, signalization, pavement markings, sight lines and distances, speed limits, traffic calming and related functions
Federal, state, and local codes, laws, rules and regulations
Standard office equipment including the computer and programs relevant to the performance of applicable duties and responsibilities.
Conducting research
Developing proposals
Preparing technical reports
Interpreting and applying Federal, state and local statutes, codes, ordinances, standards, rules and regulations
Reading and interpreting construction drawings, plans and specifications
Preparing and reviewing engineering computations and estimates

Using computers and related software applications
Communication and interpersonal skills as applied to interaction with coworkers, supervisor, the general public, and other interested parties sufficient to exchange or convey information and to receive work direction.

Nice To Haves

Bachelor's Degree in Civil Engineering or Traffic Engineering preferred.
Certification as an Engineer-in-Training preferred
Traffic Control Supervisor (TCS) preferred

Responsibilities

Plan, design, review, and approve temporary traffic control, signing, and pavement marking plans in compliance with federal, state, and Town standards and codes.
Respond to inquiries and complaints from the public, Town staff, or other jurisdictions regarding traffic calming, signals, signage, striping, and related topics.
Perform field investigations related to all types of traffic calming and traffic control issues.
Manage, prepare, and conduct traffic control studies, including traffic signal warrant studies, parking studies, speed limit studies, left-turn warrant and collision analyses, traffic impact studies, capacity improvement project reviews, and traffic control planning, review and approval; develop recommendations and present findings to Town staff and/or neighborhood representatives; implement strategies to reduce accidents and improve traffic control.
Plan, design, and coordinate traffic control and transportation activities for special and major events within the Town, including working with event representatives and performing public relations responsibilities for traffic control during these events; supervise temporary traffic control during events.
Review, evaluate, and approve transportation components of plans for private development and street construction projects.
Develop and implement the neighborhood traffic management program regarding traffic flows; work with neighborhood groups and citizens to resolve issues and implement solutions.
Order materials, prepare work orders, manage budgets, and coordinate installation of signage, pavement markings and traffic calming features of Town staff and outside sources.
Develop and utilize automated spreadsheet programs and enter related traffic data; produce statistical reports related to traffic counts, signals and other traffic engineering applications; draft plans and diagrams on the computer.
Performs related work as assigned.
