Purpose of Position The Trade Compliance Analyst performs global trade compliance (export and some import) related activities for FlightSafety International to remain in compliance with government and corporate export/import requirements, while facilitating the needs of the business. The Trade Compliance Analyst must be analytical and detail oriented. Position must have some knowledge of the regulations related to 15 CFR and 22 CFR (associated government agencies), policies, and laws affecting international trade, principally those relating to classification, jurisdiction assignment, logistics, customs, and import/export practices, among others. This role will collaborate with internal partners to ensure the global success of the organization. The Global Trade Compliance team handles all aspects of international trade. This includes the appropriate classification and jurisdiction assignment of both goods and services, oversight of all export and import declarations and third-party customs brokers making declarations on behalf of the enterprise, and support of applicable export/import authorizations and licensing including those submitted through both the U.S. State and Commerce Departments.

Requirements

  • BS/BA and/or a minimum of 2-5 years of work experience in a Trade Compliance function in lieu of degree.
  • Skills navigating in a work environment principally based on technology are required.
  • Proven working knowledge of the ITAR and EAR.
  • General understanding of HTSUS and Schedule B and other international trade controls.
  • Proven working knowledge of U.S. Export Control Reform.
  • Must be able to obtain and maintain an active U.S. security clearance.
  • US Citizenship required.
  • Excellent customer service skills and ability to communicate complex trade matters clearly and concisely.
  • Strong working knowledge of international trade and logistics.
  • Demonstrated experience navigating export/import laws and regulations of U.S.
  • Strong understanding of INCOTERMS 2020.
  • Excellent verbal and written communication skills.
  • Excellent organization and time management skills.
  • Ability to collaborate in a matrixed operating environment across a broad spectrum of key stakeholders and various levels of management in a professional manner.
  • Ability to adapt to changes rapidly and perform in a fast-paced work environment.

Nice To Haves

  • Licensed Customs Broker or trade compliance engineer, a plus.
  • Experience working with ITAR technical data, preferred.
  • Experience working with a global trade management software platform, preferred.
  • Prior experience in the aviation industry a plus.

Responsibilities

  • Conduct appropriate research to determine, substantiate, and assign jurisdiction of items using the Order of Review for ITAR or EAR.
  • Classify items for import and export by assigning tariff numbers using the HTS and Schedule B.
  • Maintains recordkeeping of product jurisdiction assignment and classification history and relevant data to support determination in accordance with regulatory requirements and/or FSI policy.
  • Collaboratively selects, evaluates, and analyzes product designs and needs using list-controlled performance parameters defined in the regulations.
  • Partners with team to communicate key performance elements impacting products warranting license controls on the various “lists” (USML, CCL, Wassenaar, etc.).
  • Provide Engineering analysis and must be able to effectively communicate the controls outlined in the regulations and partner as such.
  • Maintains awareness of changing export and import control laws and regulations and supports analysis as needed regarding applicability and impact to company, as well as existing company export policies and procedures.
  • Supports the review process and the update of government declarations to ensure proper ECCN / USML / Schedule B / HTS is declared.
  • Supports Global Trade Compliance training initiatives to internal partners on regulations, policies, and best practices as needed.
  • Supports strategies surrounding licensing, export authorizations, training, based upon knowledge of the U.S. export/import regulations.
  • Serves as an integral member of the Global Trade Compliance team and performs other duties, as assigned, including participating in projects that strive for continuous process improvement.
  • Supports Customs and Logistics to ensure compliance with government and corporate requirements.
  • Follows operational processes to ensure trade compliance through reviews of technical data, foreign travel, foreign visits, and import/export shipments.
  • Participates in Global Trade Compliance related audits and risk assessment activities and makes recommendations as needed.
  • Infrequent travel may be required.
