About The Position

Metrolinx's Operations & Safety (GO & UP) division is seeking a Track Inspection Lead to join their maintenance Delivery track Infrastructure team. This role is responsible for providing, managing, and overseeing operations, regulatory track inspection and compliance, and maintenance planning and supervision. The Track Inspection Lead will serve as the regulatory inspection provider for Metrolinx, offering expertise to other business units and external stakeholders. Key functional areas include track inspection services, planning and scheduling of maintenance work, ensuring the safety and ride comfort of the Metrolinx heavy rail network, and liaising with Transport Canada.

Requirements

  • Completion of a degree in Engineering, Project Management, or a related discipline is considered an asset OR a combination of education, training and experience deemed equivalent.
  • Demonstrate progressive senior experience leading construction, inspection or maintenance functions, including regulatory compliance, contract development, negotiation and management, and monitoring contractor compliance.
  • Knowledge of, the Occupational Health and Safety Act, Environmental Assessment Act, Railway Safety Act and railway infrastructure inspection, maintenance, and construction practices.
  • Knowledge of human resources legislation (e.g. Employment Standards Act, Occupational Health & Safety Act, etc.) to monitor and manage employees and contractors executing rail corridor development and maintenance.
  • Knowledge of Canadian Railway Operating Rules, Track Inspection Guidelines, and Safe Railway Operations.
  • Leadership and management skills to manage and motivate staff to meet or exceed customer expectations.
  • Project management principles and practices, including budget and schedule controls and monitor inspection and maintenance activities for adherence to timelines, budgets, and project performance objectives.
  • Risk assessment principles and practices to manage and monitor the assessment of work sites for contractor compliance with rail corridor access terms and conditions.
  • Knowledge of budget management processes.
  • Analytical and problem-solving skills to monitor staff performance and contract compliance with legal and regulatory requirements and contact terms and conditions and to proactively develop contingency plans to respond to issues.
  • Interpersonal and oral/written/presentation skills to manage all facets of rail corridor access related services to ensure construction works are planned and coordinated for safety, track protection is provided, and that the works are safely and effectively executed.
  • Effective written, oral, presentation and interpersonal skills to articulate and present advice, options and recommendations to senior management, executives, and business clients on fare systems/fare collection programs, projects, and technology solutions.
  • A valid Ontario Class “G” driver’s license is required, with a good driving record (less than 2 demerits).
  • Previous certification in CROR and/or TIG is required.
  • Must be able to pass the qualification course for CROR Foreperson and TIG qualification (written test) within 3 months of hire.

Responsibilities

  • Accountable and responsible party for all regulatory track inspection requirements on their assigned territory and the protection and implementation of protections and corrections to ensure operational and public safety.
  • Responsible for oversight track protection ensuring public safety, operational impacts and supporting internal investigations as it relates to incidents on track.
  • Overseeing track access for inspection as it relates to the efficient and safe movement of Metrolinx assets and Customers.
  • Directly supervises and provides technical directions to a team of skilled Track Inspectors in the execution of their role, by means of scheduled status touch points to ensure regulatory compliance, completion of critical inspection activities and established inspection workplan milestones are being achieved.
  • Managing and advising on aspects as they relate to workblocks on Metrolinx’s Network while reviewing and implementing track protection within the operating railway network.
  • Manages and coordinates the daily workblock plan of the Track Inspection team while maintaining GO Transit and UP Express service network.
  • Advises staff and management on the collection and input of statistical data for statistical analysis (e.g. daily and monthly records of workblocks on the system, delays, and workblock delivery KPIs) for analytical purposes.
  • Under general direction, recommends changes to procedures to improve management of risks and liabilities.
  • Participates in and provides technical expertise as required for negotiations of agreement terms and conditions with respect to maintenance and rehabilitation contracts.
  • Oversees the planning and implementation of multiple and simultaneous track maintenance works on their assigned Metrolinx owned rail corridors to ensure efficient utilization of rail corridor access and track protection while minimizing stakeholder impact.
  • Ensures understanding of existing and emerging regulatory policy with respect to railway corridor engineering and asset management.
  • Collaborates with Corridor Maintenance Delivery to seek early identification and notification of inspection and maintenance work to plan and negotiate rail corridor access that minimizes the impact to stakeholders.
  • Provides oversight to ensure that Metrolinx stakeholders are not adversely affected by the execution of in-house inspection and contracted maintenance work on active rail corridors.
  • Builds collaborative relationships with organizational leadership and gains trust with stakeholders (e.g. customers, other business units, tenants, local transit) to foster good relations, gains support, develops results, realizes project outcomes, manages conflicts, and represents the needs of customers, stakeholders, operations, and maintenance.
