About The Position

Under the general supervision of the Administrative Services Director, this position directs the daily operations of the Convention and Visitors Bureau to enhance the City's image as a premier destination and serves as a liaison to the downtown business community. Responsibilities include development and execution of marketing strategies and media, including an annual marketing plan and website content; administration of the Main Street Program; recruitment and retention of downtown retail businesses; recruitment and management of volunteers; and research related to City goals and objectives. The position coordinates activities and special projects with other departments and outside agencies as needed and requires a high level of independent thinking.

Requirements

  • Bachelor's degree in economic development, urban planning, hospitality industry, business administration, communications, public administration, or a related field, or any equivalent combination of education, experience, and training that provides similar knowledge, skills, and abilities.
  • Five years of directly related, progressively responsible work experience in convention, visitors, hospitality, or tourism industries required.
  • Understanding of the issues involved in commercial development and revitalization from the perspectives of merchants, public agencies, property owners, and the community.
  • Excellent verbal and written communication skills, with the ability to clearly articulate program goals in both group and one-on-one settings.
  • Self-motivated and imaginative, with strong organizational skills and the ability to work independently while maintaining alignment with the City's overall goals.
  • A valid Texas driver’s license is required at the time of appointment and must be maintained throughout employment.
  • Knowledge of the operations, services, and activities of a Convention and Visitors Bureau and municipal government, including applicable Federal, State, and local laws, codes, regulations, and City policies.
  • Knowledge of the principles and practices of program development, departmental administration, and municipal budget preparation.
  • Knowledge of marketing, advertising, and communications principles and practices, including print, broadcast, digital, and web-based media.
  • Ability to plan, publicize, and coordinate special events, programs, and meetings.
  • Ability to analyze situations and develop strategies using sound decision-making and problem-solving techniques.
  • Ability to assist in the development of goals and objectives and to measure and monitor achievement.
  • Ability to prepare clear, accurate, and concise administrative and financial reports.
  • Skill in both written and oral communication for effective expression, clarity, and the ability to provide and receive oral and written directions.
  • Ability to establish and maintain effective working relationships with staff, supervisors, the business community, media, external organizations, elected and appointed officials, and the public.
  • Ability to review work performed for efficient results and accuracy.
  • Ability to work independently with limited supervision.
  • Ability to work evenings and weekends, as required.

Responsibilities

  • Develops and facilitates marketing strategies, including an annual marketing plan, to promote Rockwall as a premier convention and visitor destination for the benefit of the City, hotel industry, and downtown business community; manages production of all related media, including the website and written materials.
  • Develops goals, objectives, policies, and procedures for both programs; prepares meetings, agendas, and minutes, and all reports required by the Texas Main Street Program, National Main Street Center, and funding agencies.
  • Serves as liaison to local, state, and national meeting planners in coordinating conventions and events in Rockwall, and to the local and regional hospitality industry (hotels, restaurants, tour companies, retail centers, and area attractions), to promote tourism.
  • Leads efforts in recruitment and retention of downtown businesses.
  • Recruits and manages volunteers, Downtown Rockwall Association, and Friends of Downtown volunteers for the Rockwall Farmers Market.
  • Attends and participates in professional groups, committees, conferences, conventions, trade shows, and special events in other cities to gather information and facilitate similar Rockwall activities; conducts overnight travel as necessary to meet with business prospects and attend marketing events, which may include evenings and weekends.
  • Manages all administrative aspects of the Convention and Visitors Bureau and Main Street Program, including purchasing, recordkeeping, accounting, and administration of the annual CVB operating budget (forecasting funds for staffing, equipment, materials, and supplies, and monitoring and approving expenditures).
  • Prepares and presents written and oral reports on program activities and services.
  • Responds to and resolves difficult and sensitive citizen/vendor inquiries and complaints.
  • Required to report for work punctually, work all scheduled hours and any required overtime, and maintain attendance and a physical condition necessary for the proper performance of duties, with or without reasonable accommodation.
