Requirements

  • Bachelor’s degree in Human Resources, Public Administration, Business Administration, Finance, or a closely related field or equivalent related work experience.
  • Minimum of seven (7) years of progressive HR experience, including at least three (3) years in a dedicated leadership or supervisory role managing compensation and benefits programs.
  • Proven experience operating within a public sector agency, civil service system, or higher education institution.
  • Advanced proficiency in financial modeling, statistical analysis, and managing enterprise HRIS systems.

Nice To Haves

  • Master’s degree in Public Administration (MPA) or Human Resources.
  • Certified Compensation Professional (CCP) or Certified Employee Benefit Specialist (CEBS) designations.
  • Direct experience interpreting complex agreements and presenting data to executive boards and key stakeholders.

Responsibilities

  • Maintain and audit the agency's position control and step/grade structures.
  • Direct comprehensive classification reviews, job evaluations, and regional market salary surveys to ensure internal equity and market competitiveness.
  • Partner with the state retirement system to ensure accurate administration of defined-benefit pensions and voluntary deferred compensation plans.
  • Oversee implementation of comprehensive medical, dental, vision, and wellness programs, ensuring they remain competitive, cost-effective, and compliant.
  • Serve as the custodian of total rewards data integrity.
  • Ensure flawless compliance with the Fair Labor Standards Act (FLSA), the Affordable Care Act (ACA), and state pay equity mandates.
  • Supervise, train, evaluate and mentor a professional team of compensation and benefits analysts.
  • Oversee total rewards configuration within our enterprise HRIS platform (Vantage).
