Naval Power Finance Org is seeking a Senior Program Controls Analyst (P3) to support the rapidly expanding Tomahawk Munitions portfolio. This role will play a key part in enabling accelerated production demand, including increased build rates, technology refresh integration, obsolescence mitigation efforts, and long‑lead material strategies required to support upcoming large‑scale, multi‑year Tomahawk contracts. The selected candidate will provide financial analysis, forecasting, and cost controls critical to early contract planning and execution, partnering closely with Program Management to sustain strong cost and schedule performance across a high‑visibility, fast‑paced munitions acceleration environment. Requirements

  • Typically requires a university degree in Finance, Accounting, Business Administration, or related field or equivalent experience and minimum of 5 years of relevant experience; OR an advanced degree in related field and minimum of 3 years’ experience.
  • Experience in program cost controls, financial reporting, data analysis, forecasting, or process improvement.
  • Experience interfacing with functional partners including Engineering, Operations, Supply Chain, and Contracts.
  • Experience with MS Office (Excel, Word, PowerPoint).
  • U.S. citizenship is required, as only U.S. citizens are authorized to access information under this program/contract.

Nice To Haves

  • Experience supporting production programs or complex munitions portfolios.
  • Experience with APEX, PRISM, Analysis for Office, SAP, or SAP Business Warehouse.
  • Experience implementing and maintaining Earned Value Management.
  • Proven ability to meet critical deadlines and support continuous process improvement.
  • Strong analytical skills and demonstrated ability to proactively solve problems.

Responsibilities

  • Provide financial analysis to support Tomahawk munitions program needs and ad hoc requests.
  • Execute cost controls and financial oversight for Tomahawk production and investment activities.
  • Develop and coordinate quarterly Estimates-at-Completion (EAC) and support ongoing forecasting.
  • Lead cost, schedule, and Earned Value Management (EVM) execution for assigned Tomahawk scope.
  • Perform comprehensive cost and schedule analysis and identify program risks and opportunities.
  • Prepare financial charts and analysis for Program Management Reviews, Monthly Operating Reviews, and other executive-level briefings.
  • Support planning activities for upcoming Tomahawk production phases, including technology refresh, obsolescence mitigation strategies, and long-lead material planning.
  • Contribute to baseline development and maintenance for new production periods.
  • Support development and delivery of Contract Data Requirements Lists (CDRLs).
  • Support Tomahawk efforts through Integrated Baseline Reviews (IBRs) and Internal Surveillance Reviews (ISRs).
  • Establish and maintain program logs such as Work Authorization, Contract Modification Log, and Risks & Opportunities.
  • Collaborate with Engineering, Operations, Contracts, and Supply Chain to maintain cost, schedule, and material planning alignment.
