About The Position

This position will supervise a team of IT staff responsible for various IT applications within the Division State Operated Healthcare Facilities (DSOHF). This role will oversee the administration and support of the DSOHF Integrated Human Resources Information system (HRIS)/Payroll System and manage the day-to-day DSOHF Timekeeping Payroll Helpdesk. This role also supports and manages third-party integrations with Electronic Health Record (EHR), and State of North Carolina Integrated HR-Payroll System Fiori. This position ensures alignment of the HRIS/Payroll System with enterprise-wide payroll administration requirements and policies. This role supervises a team specializing in tasks that include statewide payroll administration, configuring and managing system solutions, data mapping system processes, identifying and implementing process improvements, and testing the payroll/timekeeping software. The position will report to the Deputy CIO until the EHR program is implemented.

Requirements

  • Bachelor’s degree in business administration, computer science or any related field from an appropriately accredited institution and two years]of experience in business consultation, process improvement, or requirement gathering in an information technology environment, or Associate degree in business administration, computer science or any related field from an appropriately accredited institution and three years of related experience in an information technology environment; or High School or GED and five years of related experience in an information technology environment; or an equivalent combination of education and experience.
  • Working knowledge of timekeeping/payroll data processes and their impact on employee records, organizational structures, time/leave balances, and payrolls
  • Prior experience working with a Timekeeping/Payroll Solution.
  • Proven experience developing application management status reports and presenting to executive leadership and operational leaders.
  • Demonstrated experience working as an IT analyst or administrator
  • Working knowledge of project management administration and methodologies

  • Experience working with the Kronos Workforce Central Solution or working with UGK Workforce Management /Dimensions Solution.
  • Experience in health and human service IT environment or a large healthcare organization.
  • Experience with Service Now
  • Experience working on an Electronic Health Record transformation project with Epic as the core platform.
  • Prefer candidates within NC and within a driving distance of 1-2 hours of Raleigh Headquarters

Responsibilities

  • Oversee the administration and support of the DSOHF Integrated HRIS/Payroll System (OM/PA, Time, Benefits, Payroll) UGK Kronos Workforce Central Application daily operations.
  • Manage the day-to-day DSOHF Timekeeping Payroll Helpdesk.
  • Work with vendors to upgrade the current system to the most current version UGK Dimensions Workforce Management Solution.
  • Support and manage third-party integrations with Epic Electronic Health Record System, and State of North Carolina Integrated HR-Payroll System Fiori.
  • Post implementation, oversee the administration and support of the DSOHF Integrated HRIS/Payroll System (OM/PA, Time, Benefits, Payroll) UGK Dimensions Workforce Management Day to day help desk operations.
  • Lead continuous improvement workshops to maintain efficient and effective processes, and to train agency staff to better manage the Integrated HRIS-Payroll System.
  • Contribute to the overall strategy for data governance for applications assigned, work with executive leadership to develop framework for key roles, and responsibilities for ongoing application management
  • Ensure security measures are followed as data stewards in support of all applications.
  • Provide consultation services to the Agency Divisional Operational and HR leaders, Vendors, OSBM, DIT, and OSHR staff.
  • Facilitate meetings and guide lower-level analyst work efforts.
  • Address complex IT production support issues and implement system enhancements.
  • Work with executive leadership to develop application key performance metrics to support operational improvements.
  • Responsible for project management implementations as it relates to third-party applications.
  • Ability to maintain confidentiality of sensitive data, exercising sound judgment and discretion in gathering and evaluating personal data.
