About The Position

This position requires the professional performance of complete quality customer service, general clerical duties of moderate complexity, electronically approving tickets to send out via mail, and working with the current Authority vendors. The role involves electronically identifying and ticketing improperly parked vehicles such as those in no parking zones, with expired meters, without permits in permit areas, and violations of the residential permit parking program on City of Pittsburgh streets, in lots, and in future areas/programs, in accordance with Pennsylvania State Motor Vehicle Code and City of Pittsburgh Code and Ordinances. The position also requires attending scheduled hearings in court, referring code violations to the Bureau of Building Inspection staff, and maintaining accurate records manually and/or through automated methods. Collaboration with Pittsburgh Parking Court Magistrates, Bureau of Building Inspection staff, and Public Works is essential. Responsibilities include reading and understanding Parking Authority rules and regulations, registering and issuing residential parking permits and visitor passes, entering information into the Residential Permit Parking template/portal, and keeping computerized records of daily ticket counts accurate. The role demands providing quality customer service, handling mail and voice messages, and potentially creating/typing various documents. Additionally, it involves receiving and routing telephone calls, providing information or directions, classifying, indexing, filing, and distributing forms and correspondence, searching and routing files, and performing data entry and retrieval. Compiling, updating, reviewing, and making available all State and City Motor Vehicle Code parking regulations, types of violations, costs, and fines is also a key duty. The position requires the ability to deal directly and work cooperatively with the City of Pittsburgh's Planning Department and Bureau of Building Inspection, and perform other related tasks as assigned.

Requirements

  • Considerable knowledge of general office procedures including filing systems and enforcement processes.
  • Ability to balancing and reconciling daily transactions, cash handling, issuing change, and processing credit card transactions; performing daily cash balancing.
  • Ability to handle with customers and customer complaints in a professional and facilitating manner.
  • Knowledge of Pennsylvania State Motor Vehicle Code parking regulations.
  • Knowledge of the City of Pittsburgh codes
  • Ability to accurately type.
  • Proficient skill with Microsoft office suite (word, excel, powerpoint, access), command center, and email
  • Ability to proofread copy, compare words and numbers for accuracy and to make accurate corrections.
  • Ability to follow moderately complex oral and written instructions.
  • Ability to maintain confidentiality.
  • Ability to be courteous and remain tactful in stressful situations with customers.
  • Ability to communicate effectively both written and verbally.
  • Ability to exercise initiative and sound judgment and to react with discretion under varying conditions.
  • Ability to establish and maintain effective and appropriate relationships with the public, City of Pittsburgh departments, other agencies, and employees.
  • High school diploma or GED equivalent required.
  • At least two years of general clerical experience, which includes typing.
  • At least one year experience operating a personal computer.
  • Must be a bona fide resident of Allegheny County or must be willing to establish and maintain residency within Allegheny County within six (6) months after the hire date.
  • Must successfully complete a background check process.
  • Pre-employment drug testing may be performed.

Responsibilities

  • Electronically identifies and tickets improperly parked vehicles such as: vehicles in no parking zone, with expired meters, without permits in permit areas, violations of the residential permit parking program, etc., on City of Pittsburgh streets, in lots as well as future areas/programs that may come online in accordance with Pennsylvania State Motor Vehicle Code and City of Pittsburgh Code and Ordinances.
  • Attend scheduled hearings in court as requested or required.
  • May refer to Code violations (e.g., anti-litter ordinance, etc.) to the Bureau of Building Inspection staff.
  • Maintains accurate records manually and/or through automated methods.
  • Work cooperatively with the Pittsburgh Parking Court Magistrates, Bureau of Building Inspection staff and Public Works.
  • Read and understand Parking Authority rules and regulations
  • Register and issue residential parking permits and visitors passes to customers either in person or electronically.
  • Enter information into the Residential Permit Parking template/portal
  • Keep computerized records accurate of daily ticket counts.
  • Provide quality customer service.
  • Handle mail and voice messages by receiving, sending, sorting and distributing.
  • May create/type letters, memos, forms, requisitions, invoices, labels, lists, reports, and other documents as assigned.
  • Receive telephone calls, route to the appropriate person, if applicable.
  • May give information or directions to customers electronically or via the phone.
  • Classify, indexes, files or distributions of forms, correspondence, cards and receipts.
  • Search, pulls, and routes files as appropriate.
  • Any other duties as assigned
  • May perform data entry retrieval and other processes as requested or required.
  • Compile, update, review and make available all State and City Motor Vehicle Code parking regulations - types of violations - costs and fines.
  • Ability to deal directly and work cooperatively with the City of Pittsburgh's Planning Department and Bureau of Building Inspection.
  • Perform activities, functions and other related tasks and duties as assigned or required.
