About The Position

This is a Direct Hire Authority (DHA) solicitation under the DHA AcqDemo Business & Technical Management Professional Career Path (NH), recruiting qualified candidates for the competitive service. The position is with the U.S. Army Redstone Test Center (RTC), with a duty location at Patuxent River, St. Mary's County, Maryland, and performs duties at the United States Naval Test Pilot School (USNTPS) at Patuxent River Naval Air Station. The Test Pilot Flight Instructor conducts experimental test-pilot instruction for operationally experienced pilots, flight officers, and test engineers so they can conduct aircraft and airborne-systems flight tests. Instruction includes aircraft systems testing involving sophisticated weapons systems, electro-optical sensors, and threat-countermeasure suites. As a subject-matter expert, the incumbent advises management and colleagues on difficult problems, conducts special studies, proposes options and alternatives, and represents the command. The incumbent also manages project and program requirements, objectives, and metrics, and resolves conflicts involving schedules, funding, and resources. The position requires the appropriate FAA commercial-or-higher pilot certificate or equivalent U.S. military pilot rating, a current FAA Second Class or higher medical certificate or equivalent active military flight physical, graduation from an accredited military experimental test pilot school, and specified flight-hour experience. The selectee must meet Test and Evaluation certification requirements within 60 months of entering on duty and be able to obtain and maintain Secret security eligibility. The job includes a 25% temporary-duty or business-travel requirement and requires pre-employment and annual physical examinations, as well as pre-employment and subsequent random drug testing.

Requirements

  • One year of specialized experience equivalent to the NH-03 or GS-13 level, including conducting flight tests to evaluate substantially modified aircraft, instructing personnel to deliver aviation test curriculum, and managing aviation programs to align resources with organizational objectives.
  • Must qualify through experience; education cannot substitute for the required specialized experience.
  • Possess an appropriate FAA certificate with commercial or higher privileges in the appropriate aircraft category and ratings, and an FAA Flight Instructor Certificate and/or equivalent U.S. military pilot rating. Other certificates that meet or exceed commercial pilot requirements, such as an Airline Transport Pilot Certificate, are acceptable.
  • Provide supporting documentation for claimed FAA certificates or military flight qualifications, such as official orders, forms, or logbooks.
  • Possess a current FAA Medical Certificate, Second Class or higher, or an equivalent active military flight physical without restrictive waivers that would preclude performing the duties; provide documentation with the application.
  • Graduate from an accredited military experimental test pilot school, such as USNTPS, USAFTPS, ETPS, or EPNER. Short courses and on-the-job training do not satisfy this requirement; a graduation certificate must be provided.
  • Meet minimum flight experience requirements: 1,750 total flight hours; 1,150 pilot-in-command hours; 75 night-flying hours; 500 hours in a heavy multi-engine airplane or heavy helicopter (gross takeoff weight over 12,500 pounds); and 100 hours of flying in the last 12 months in fixed-wing or rotary-wing aircraft.
  • Provide documentation of claimed flight hours, such as official military or civilian flight logs.
  • Be able to obtain and maintain eligibility for a Secret security clearance or access for the duration of employment; a background investigation and credit check are required.
  • Complete required Test and Evaluation certification within 60 months of entering on duty.
  • Meet pre-employment and annual physical-examination requirements to demonstrate the required health, ability, and fitness.
  • Submit to pre-employment screening and random testing thereafter, including testing based on reasonable suspicion or direct involvement in an on-duty accident.
  • Meet applicable U.S. citizenship and Selective Service requirements.
  • Complete a one-year probationary period unless previously meeting the applicable regulatory requirements.
  • Travel on temporary duty or business trips up to 25% of the time.
  • Foreign education used to meet qualification requirements must be evaluated as equivalent to an accredited U.S. education program or receive full credit at an accredited U.S. college or university.
