About The Position

This Test Equipment Systems Administration (TESA) role operates within a high degree of ambiguity and requires the ability to create order, establish structure, and define boundaries where none may exist. It also serves as a flexible, forward-leaning partner to the department leader and leadership team, providing adaptable support that advances organizational priorities and reinforces the overall mission. This includes leading effectively when information is incomplete, priorities are shifting, and cross-functional alignment requires both clarity and resilience. The Strategy Execution Staff enhances organizational performance by improving leadership efficiency, strengthening cross-functional alignment, and accelerating modernization initiatives. Requirements

  • Bachelor’s degree in Science, Technology, Engineering or Mathematics (STEM)
  • Minimum ten (10)+ years experience in business operations, strategy, engineering operations, program operations, communications, and/or cross-functional leadership roles
  • Experience addressing and solving complex problems requiring extensive investigation and conceptual reasoning to develop high-impact solutions
  • Experience with planning, execution, communications, performance management, and translation of strategy into measurable outcomes
  • Experience communicating clearly with executive leaders and cross-functional teams
  • Experience being agile and adaptable to ambiguity and frequent/swift changes in direction
  • Experience in performance metrics or dashboards supporting leadership decision-making
  • Active and transferable U.S. government issued security clearance is required prior to start date.
  • U.S. citizenship is required, as only U.S. citizens are eligible for a security clearance
  • Active and existing security clearance required on day 1

Nice To Haves

  • Advanced degree. MBA or related field preferred
  • Experience in Aerospace & Defense or complex system-development organizations
  • Experience with systems engineering, integration/test, and/or digital engineering workflows
  • Experience in Chief of Staff, Program Operations, Strategy & Operations, Integrated Communications, or similar roles
  • Experience influencing without authority and aligning varied stakeholder groups

Responsibilities

  • Translate enterprise Engineering strategy and departmental objectives into multi-year roadmaps and prioritized portfolios.
  • Identify capability gaps, workforce needs, and technology challenges, and recommend strategic investment priorities.
  • Ensure alignment across OT-SE strategy and TESA operations.
  • Lead or collaborate on the execution of initiatives including MBSE expansion, workflows, test-environment modernization, and workforce capability growth
  • Apply project-engineering-inspired rigor to workstreams: objectives, schedules, risks, performance indicators, and resource coordination
  • Monitor execution health, resolve issues, and maintain alignment with program, engineering, and operations partners.
  • Operate as a recognized master/Subject Matter Expert, applying theoretical and organizational knowledge to help shape and implement functional strategy
  • Serve as an integrator across engineering, programs, operations, supply chain, and DT/cyber stakeholders.
  • Coordinate technical and operational requirements between TESA test environments and engineering/program needs.
  • Promote consistent processes, metrics, and systems-engineering practices across programs.
  • Develop dashboards and KPIs that support strategic visibility, campaign/initiative accountability, and incremental performance improvement.
  • Conduct reviews with leadership to communicate progress, risks, dependencies, and required decisions.
  • Track SE/test-environment readiness and cross-program baseline consistency.
  • Lead integrated communication planning for major initiatives—ensuring clear, consistent, and targeted messaging that strengthens understanding and adoption.
  • Develop leadership messaging, strategic briefings, decision packages, and organizational communications.
  • Coordinate communications across agencies, third-party partners, customers, vendors, and cross-functional teams when relevant.
  • Communicate and influence at the executive level to drive acceptance of new concepts, practices, and operational approaches.
  • Drive change-management activities to support adoption of new processes, tools, and workflows.
