About The Position

The Terminal Operator is responsible for the safe, efficient, and regulatory-compliant operation of PBF Logistics' Paulsboro Terminal. This role supports the receipt, storage, inventory control, and distribution of liquid petroleum products via pipeline, marine vessel, and tanker truck. The Terminal Operator is an integral member of a 24/7 operations team and is expected to uphold the highest standards of safety, environmental stewardship, and operational integrity at all times. This position performs work in accordance with applicable federal and state regulations, company policies, and the collective bargaining agreement. This position is located in Paulsboro, New Jersey.

Requirements

High school diploma or GED equivalent required.
Valid Transportation Worker Identification Credential (TWIC) card, or ability to obtain one prior to start date.
Valid state-issued driver's license with an acceptable driving record.
One (1) or more years of experience in terminalling, pipeline, refinery, or marine operations preferred; prior experience requiring mechanical aptitude is a plus.
Proficiency with Microsoft Word, Excel, and a basic understanding of databases and computer operations; ability to navigate terminal management and SCADA systems.
Ability to read and comprehend technical operational manuals, P&IDs, safety data sheets, and regulatory guidance documents.
Ability to work 12-hour day, swing, or night rotating shifts, with potential overtime including weekends and holidays, in support of 24/7 terminal operations.

Nice To Haves

Familiarity with API MPMS measurement standards, tank gauging practices, or marine terminal transfer procedures preferred.
HAZWOPER 40-hour certification or equivalent industrial safety training preferred.

Responsibilities

Perform all work in strict accordance with PBF's safety policies, OSHA regulations, EPA requirements, and applicable API standards; proactively identify and report unsafe conditions, near-misses, or environmental incidents.
Execute daily pre-shift and post-shift safety walkthroughs; document and escalate equipment deficiencies through the proper corrective action process.
Participate in Process Safety Management (PSM) activities including PHAs, incident investigations, Management of Change (MOC) reviews, and emergency response drills.
Respond promptly and effectively to terminal emergencies, including product releases, fires, or injuries, in accordance with the terminal's Emergency Response Plan.
Direct, monitor, and document the receipt and shipment of petroleum products via pipeline, marine vessel (tanker/barge), and over-the-road tanker truck with a focus on accuracy and loss prevention.
Set up product delivery receipts for various grades of product; walk receiving manifold to tanks and open/close receiving line valves; ensure product is directed into the proper designated tank.
Perform accurate product quantity measurements using manual hand-gauging and automatic tank gauging (ATG) systems; complete receipt gain/loss paperwork for each batch.
Pull retain samples for each batch of product received; collect and prepare product samples from tankage for shipment to the lab when required.
Set up, operate, and secure loading rack equipment; monitor loadout operations and verify driver/carrier documentation, including issuance of Bills of Lading; update driver information and truck/trailer database files; troubleshoot driver and rack-related problems.
Witness and assist with meter proving, flow meter calibrations, and pipeline pig launching and receiving operations.
Serve as Terminal representative and Person-In-Charge (PIC) during vessel dockings, undockings, and product transfer operations; communicate with vessel officers and marine surveyors to ensure safe and compliant transfer activities.
Conduct pre-transfer conferences, verify vessel documents, complete pre-transfer checklists, and maintain the Declaration of Inspection (DOI) per 33 CFR Part 156.
Monitor pipeline transfer operations including line pressure, flow rates, and tank ullages; respond promptly to alarms or abnormal operating conditions.
Maintain effective communications with Pipeline Control Center and marine dispatchers during active transfer operations.
Conduct routine facility inspections of pumps, valves, tanks, pipelines, containment areas, and marine infrastructure; complete all associated logs, checklists, and shift documentation.
Perform required DOT/PHMSA regulatory inspections and maintain associated records; perform monthly fire extinguisher inspections and emergency equipment readiness checks.
Identify, report, and assist with corrective maintenance on equipment deficiencies; follow proper Lockout/Tagout (LOTO) and energy isolation procedures.
Perform maintenance and repair of the truck loading rack as necessary; conduct terminal grounds maintenance including general housekeeping and upkeep of office and common areas.
Accurately enter operational data, transfer records, and inventory information into terminal management and SCADA systems.
Conduct thorough shift-change briefings to ensure continuity of operations and complete knowledge transfer to relieving operators; document the shift log as required when staffing the terminal without an immediate supervisor present.
Perform security checks, including walking the outer perimeter of the terminal as required per shift, and documenting observations in the shift log.
Maintain professional communications with supervisors, customers, carriers, marine surveyors, and government inspectors.
Perform other terminal-related tasks and special projects as directed by the Terminal Supervisor or Terminal Manager.
