Requirements

Expert // Highly skilled with extensive experience; able to handle complex tasks and provide guidance to others.
15+ years of Field and Professional experience varies.
Knowledge of field operations, methods, procedures, safety requirements, and environmental considerations associated with civil infrastructure work in outdoor settings.
Skills include use of industry-standard tools, equipment, and computer software to perform field tasks, document work, and communicate effectively.
Ability to safely operate required equipment, travel locally, regionally, and interstate, with occasional overnight stays, and perform work in varying weather, terrain, and environmental conditions.

Responsibilities

Oversee CobbFendley’s warehouse operations, fleet logistics, and equipment inventory within the regional discipline.
Lead coordination with project managers and internal teams, including scheduling and coordinating field crews.
Perform routine and complex assignments without supervision in a lead role and may work independently as a one-person field crew.
Assist in reviewing daily field reports, project records, and field folders.
Assist in supervising direct reports by reviewing and approving timesheets and ETO requests, addressing minor disciplinary issues (and escalating more serious cases to Department Manager and/or HR Department), conducting timely and constructive performance evaluations, and monitoring workload and utilization, escalating concerns as needed.
Responsible for safely operating equipment.
Travel locally and out of state, including overnights.
May operate a variety of vehicles, including large vehicles with or without attached trailers, as needed to support specific operational tasks, and perform routine maintenance to ensure safe and efficient use.
May cross train to perform other field services (Telecommunications, Survey, SUE).
Perform hazard analysis before performing field work and prepare safety documents.
Ensure all field crews have appropriate plans, documents, EPE, and safety supplies before leaving for field work.
Comply with all safety procedures: Safety Data Sheets (SDS), Emergency Action Plans (EAP), Project Safety Plans (PSP) and Job Safety Analysis (JSA) procedures.
Ensures QA/QC of own work and work of project team that individual is responsible for.
Identifying and evaluating potential hazards in the work environment.
Properly selecting and using Personal Protective Equipment (PPE) for self and team that individual is responsible for.
Understanding of Traffic Control Plans (TCP).
Serve as a subject matter expert on Federal, State, and local codes, regulations, and standards governing projects in their respective field.
Provide direct people leadership for field technicians and coordinators, fostering a culture of safety, quality, accountability, and continuous improvement.
Lead and manage day-to-day field operations across multiple projects or geographic areas, ensuring alignment with OSP broadband design, construction plans, and delivery schedules.
Apply expert-level understanding of OSP broadband networks to guide technical decisions, resolve escalations, and support successful project execution.
Set clear performance expectations, conduct coaching, mentoring, and performance reviews, and support career development for team members.
Own field execution outcomes, including productivity, quality, safety, and schedule adherence.
Coordinate staffing, workload balancing, and resource allocation to meet operational demands.
Serve as the primary escalation point for technical, safety, personnel, and delivery issues within the field organization.
Partner with engineering, construction management, permitting, and operations leadership to align field execution with business objectives.
Review and approve field documentation, as-builts, redlines, and operational reports prior to final submission.
Ensure consistent application of field standards, safety practices, and documentation procedures across teams.
Monitor field quality, rework, safety incidents, and production, and implement corrective actions as needed.
Lead make-ready, joint-use, and permitting coordination by ensuring field readiness and technical alignment.
Drive continuous improvement initiatives focused on efficiency, data quality, and constructability.
Support incident response, root cause analysis, and corrective action planning for safety, quality, or delivery events in partnership with Safety.
Represent the field organization in planning meetings, stakeholder briefings, and executive updates.
Perform small cell site walks, photo docs, and constructability checks for poles, rooftops, and ground mounts.
Verify utility service for power and backhaul availability.
Document zoning and permitting related site photos, boundaries, and adjacency constraints.
Provide permit package field inputs.
Collect pole loading and make ready measurement details.
